Description:
The project involves supplying electric buses, minibuses, and charging stations to enhance public transport in Campulung, aiming to reduce emissions and improve energy efficiency.

The object of the Terms of Reference is:
- SUPPLY OF ELECTRIC MINIBUSES - 8
- SUPPLY OF ELECTRIC BUSES - 4
- supply and installation of slow charging stations – 12 units
- supply and installation of fast charging stations – 2 units
- execution of works according to the Technical Project

1. The duration of the contract implementation is 9 months from the date of issue of the order to start, but no later than 30.05.2026.
During the implementation period of the contract, the following durations are defined:
a. Duration of delivery of equipment - 9 months from the date of issue of the order to start, but no later than 30.05.2026
b. Duration of execution of works – 2 months (attention will be given to correlating the delivery schedule of the slow and fast charging stations with the execution schedule so that all activities fit within the term of 9 months from the date of issue of the order to start, but no later than 30.05.2026)

DEADLINES:
The number of days until clarifications can be requested before the deadline for submitting offers: 15 days. The contracting authority will respond to clarification requests sent on time on the 10th day before the deadline for submitting offers.

The need and opportunity for the investment to which the application refers
The mobility of the population in a city is very important, vital. Travel for shopping, education (schools), jobs, etc. Local authorities are obliged to solve the mobility problem. There are many modes of transport, but public transport must be the backbone of mobility, for the following advantages:
• Public transport is an important social service, for all citizens.
• It decongests the general traffic in the city. A public transport vehicle can replace approximately 20 - 60 cars.
• It reduces environmental pollution. A traveler moving by public transport reduces pollution by 5 times compared to traveling by car. (the situation is much better if the buses are electric)
• It reduces energy consumption (generally, but much more if the buses are electric). An electric bus consumes 1/3 of the consumption of a similar diesel bus.
• It benefits low-income people. It is not exclusive.
• It is safer for travelers (in traffic) than a car.
Improving these problems can be achieved by purchasing modern, more spacious, more comfortable, more energy-efficient, and non-polluting means of transport. Electric buses meet these conditions. The quality of public transport is an important indicator of the level of culture, the level of development of a city. Quality public transport is characterized by:
• energy efficiency, reducing energy consumption in transport (it is possible to achieve up to 1/3 of current consumption).
• eliminating exhaust gases from the atmosphere
• satisfactorily meeting the transport needs of the population
• giving up fossil fuels (diesel, gasoline) which are highly polluting and dependent on geopolitical conditions
• using electric energy from renewable sources
• meeting some norms, laws, European and Romanian directives in the field
• using ITS systems (Intelligent Transport Systems), etc.
These are some of the reasons why it is necessary to purchase high-performance electric buses in Campulung, with technical equipment at the current global level.
According to the identified needs at the level of the Municipality of Campulung, there is a need for the opportunity of the investment for which the acquisition of electric vehicles that best fit the profile of the serviced routes is applied - to respond as optimally as possible to the demand on the route both at peak times and during low load periods to replace the entire fleet of public transport, the acquisition of 4 electric buses and 8 electric minibuses would lead to achieving green transport.
Public transport requires improvements in the roadway, implementation of vehicle localization systems, video monitoring CCTV, and real-time information.
Electric buses are (still) expensive. Although it is anticipated that a significant part of the investment will be recovered in a few years of use through energy savings, the funds required for acquisition are a problem. The budget of Local Authorities cannot support this investment. The Municipality of Campulung is in this situation. Therefore, accessing non-reimbursable funds is the right solution.
Accessing non-reimbursable funds offered by the NFRR for this purpose is a special opportunity. The Municipality of Câmpulung is making efforts to obtain the necessary funds and implement the project to replace (currently partially, depending on available funds) diesel buses in public transport with electric buses.
Anticipated benefits by the contracting authority
After the implementation of the project, GHG emissions will decrease, due to changing the propulsion from diesel to electric by replacing the old polluting diesel-powered buses with 100% electric zero-emission buses, thus practically eliminating GHG emissions on the respective routes.
Positive effects:
• reduction of energy consumption by up to 1/3 of the consumption of similar diesel engine buses (calculation made in the same conventional energy units),
• 100% elimination of pollutants produced in operation at the site of use,
• reduction of noise levels produced by public transport,
• the possibility of recovering braking energy (approximately 30% of the energy absorbed from the source),
• the possibility of charging with electricity from local, non-polluting renewable sources,
• the realization of modern, efficient, and comfortable public transport, which will attract more passengers to this means of transport,
• meeting the demands of public transport users from the Municipality of Campulung, as they emerge from the survey conducted in April 2022 (results specified in point 1 of this note),
• a good and useful experience for the Municipality of Câmpulung in the purchase and operation of buses with zero emissions (pollutants), with a view to implementing such projects until the entire fleet of diesel buses is replaced,
• implementation of Norms, Directives, European and National Programs in the field of energy and transport, which foresee: ✓ the energy transition to renewable, non-polluting sources ✓ gradual abandonment of fossil fuels (derived from oil, natural gas) ✓ transition to electrification of transport with many advantages that electric vehicles have.
• it is a sustainable development measure, valid in the foreseeable future (horizon 2050),
• the project will help the Municipality of Campulung in its trend to become a smart city.
