The purpose of this single-award framework agreement is for a mission of "ASSISTANT FOR PROJECT MANAGEMENT IN CONSULTATION, CITIZEN PARTICIPATION AND USAGE CONTROL".
The framework agreement will be executed by purchase orders.
Consultation can no longer be seen as a series of one-off actions or as a simple response to regulatory obligations. It must now be part of a continuous, structured, and clear approach, capable of supporting projects over time and giving meaning to ongoing transformations.
Thus, this framework agreement aims to assist EPA Nice Ecovallée in defining and deploying a comprehensive consultation strategy in an area undergoing significant urban, economic, and environmental transformation, as well as the operational implementation of participatory devices and the facilitation of dialogue with stakeholders as part of conducting regulatory consultations, voluntary initiatives, or more ambitious forms of consultation in execution of the project "Parc Méridia: the productive city as an environmental development project".
The present framework agreement includes four types of missions:
*Mission 1: Development of EPA's consultation strategy
*Mission 2: Demonstrator programs for the sustainable city
*Mission 3: Consultation devices
*Mission 4: Organization and functioning of the mission
Mission 2 of this framework agreement is supported by the State as part of the Call for Expression of Interest (AMI) "Demonstrators of the sustainable city" operated by the Banque des Territoires (Caisse des dépôts), under the France 2030 plan.
The components and characteristics of these missions, which are the subject of this framework agreement, are described in the Special Technical Clauses Document (CCTP), attached to the Business Consultation File (DCE).
This is a single-award framework agreement executed by purchase orders, without a minimum amount and with a maximum amount of 450,000 euros excluding tax. It is treated at unit prices.
