The project aims to expand the sequencing capacity within the laboratories of the Regional Public Health Centers Cluj, Iasi, Timisoara, and to strengthen the sequencing and bioinformatics analysis capacity at the level of the National Public Health Laboratory (Bucharest), including pathogens other than SARS-CoV-2, in order to meet the requirements of the European Union and ECDC regarding genomic surveillance.
The acquisition of an automatic capillary electrophoresis sequencing system will expand the testing capacity of the specialized laboratory INSP - LNSP.
The acquisition of a Digital PCR will expand the testing capacity for respiratory syncytial virus and other respiratory viruses within the INSP specialized laboratory.
The acquisition of a nucleic acid electrophoresis system with photodocumentation will allow the visualization of nucleic acid electrophoresis gels within the specialized INSP laboratory.
Deadline for requesting clarifications to tender documentation: 18 days before the deadline for submission of tenders. The contracting authority shall respond clearly and completely to requests for clarification/additional information on the 11th day before the deadline set for submission of tenders.
The procedure for awarding the public procurement contract is initiated under this suspensive clause, meaning that the conclusion of the public procurement contract is conditional on the allocation of budget appropriations for this purpose, the signing of the contract being made in compliance with the provisions on commitment of expenditure from budgets covered by public finance legislation. Having regard to the provisions of Law 98/2016 on public procurement and H.G. no. 395/2016, as subsequently amended and supplemented, the Contracting Authority specifies that it will conclude the contract with the successful bidder only to the extent that the funds necessary for the procurement will be ensured by allocating budget appropriations for this purpose. If, for whatever reasons, budget appropriations will not be allocated, for a period of 6 months from the date of approval of the procedure report, the award procedure shall be cancelled de jure, provided that there is no other source of financing, in accordance with the provisions of Article 212 para. (1) letter c) sentence 2 of Law 98/2016 with subsequent amendments and completions, being impossible to conclude the public procurement contract. Tenderers in this procedure understand that the Contracting Authority cannot be held liable for any damage in the event of cancellation of the award procedure, regardless of its nature and regardless of whether the Contracting Authority has been notified of the existence of such damage. Bidders in this procedure accept the use of the above special conditions/standstill clause, assuming full responsibility for any damage they may suffer in the situation described. The maximum period for which the standstill clause operates is 6 months, so if the condition of signing the financing contract is not met, the award procedure is canceled.
Automatic sequencing system by capillary electrophoresisThe acquisition of an automated capillary electrophoresis sequencing system will enable increasing the EuLabCap national index score addressing baseline diagnostic confirmation in pathogen identification, molecular typing for surveillance, antimicrobial resistance characterisation and monitoring, laboratory surveillance for early outbreak detection and participation in the ECDC network. The implementation of WGS will be used to supervise the investigation of outbreaks of antibiotic-resistant Salmonella and salmonellosis within INSP-LNSP laboratories.
