1. The subject of the contract is: Sale and delivery of the NGS sequencing system necessary for the project "Investments of the Collegium Medicum of the University of Rzeszów for the purposes of preclinical and clinical education" within the framework of project no. 6 - Modernization and equipping of teaching buildings G4 and G5 in the area of the educational base used for preclinical education. The subject of the contract has not been divided into parts. The contracting authority does not allow for partial bids. Reasons for not dividing the order into parts: The subject of the contract constitutes a functional whole; the division of the order into parts would pose excessive technical difficulties and excessive costs of contract execution. Moreover, lack of division is justified by organizational reasons; any division of the order could seriously threaten the proper execution of the order, and the need to coordinate actions of various contractors implementing each part of the order could jeopardize the correct and timely execution of the order. Furthermore, not dividing the order does not violate competition by limiting the ability to apply for it.
2. A detailed description and method of implementation of the order is included in the Description of the Subject of the Order (OPZ), which constitutes Annex 1.1 to the SWZ.
3. The order is co-financed from the funds of the National Recovery Plan and Increasing Resilience, Agreement no. KPOD.07.05-IP.10-0004/25/KPO/1784/2025/212, within component D “Efficiency, accessibility, and quality of the health protection system” Investment D2.1.1 “Investments related to the modernization and equipping of educational facilities in connection with increasing the limits for admissions to medical studies”.
4. The contracting authority expects the application of the so-called reverse procedure referred to in Article 139(1) of the PZP Act.
5. According to Article 257 of the PZP, the contracting authority anticipates the possibility of annulment of this procedure if the public funds that the contracting authority intended to allocate for financing the whole or part of the contract have not been granted to it.
6. The contracting authority does not require the submission of a bid security.
7. The contracting authority does not require the submission of a performance bond.
8. In accordance with Article 13(1) and (2) of the Regulation of the European Parliament and of the Council (EU) 2016/679 of April 27, 2016, on the protection of natural persons in relation to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation) (EU Official Journal L 119 of 4.5.2016, p. 1), I inform you that:

The subject of the contract is the sale and delivery of the NGS sequencing system necessary for the project "Investments of the Collegium Medicum of the University of Rzeszów for the purposes of preclinical and clinical education" within the framework of project no. 6 - Modernization and equipping of teaching buildings G4 and G5 in the area of the educational base used for preclinical education. A detailed description and method of execution of the order is included in the description of the subject of the order (OPZ), which constitutes Annex 1.1 to the SWZ:
a) The proposed range/devices must be new, unused, free from defects, and their technical-functional parameters must not be lower than those presented in the description of the subject of the order, which constitutes Annex 1.1 to the SWZ.
b) The proposed software must be free from defects, and its technical-functional parameters must not be lower than those presented in the detailed description of the subject of the order that constitutes Annex 1.1 to the SWZ.
c) The contracting authority allows for the submission of equivalent offers. Wherever the contracting authority describes the subject of the order by indicating trademarks, patents, or referring to standards, European technical assessments, approvals, origin, technical specifications, and/or reference technical systems, the contracting authority allows alternative solutions equivalent to the described ones.
