Description:
The contract involves delivering and integrating a technological unit for monitoring ambient air pollutants, including analyzers and calibration equipment, to enhance the National Air Quality Monitoring Network's compliance with new EU directives and ensure accurate data processing and public reporting.

The subject of the contract is the delivery and integration of one functional technological unit composed of new goods and their installation, which includes analyzers for monitoring pollutants in the ambient air, calibration and support equipment, communication interfaces, data transfer, and integration into the central collection and database system within the National Air Quality Monitoring Network (hereafter referred to as "NMSKO"), with system expansion for measuring new pollutants such as NH3, particulate matter PM1, Black Carbon particles, ultrafine particles arising from the requirements of implementing the new directive: DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL (EU) 2024/2881 of October 23, 2024, on Ambient Air Quality and Cleaner Air for Europe and at the same time requirements of STN EN ISO/IEC 17025 and Decree No. 250/2023 Coll. The subject of the contract was determined based on an executed review of monitoring pollutants in NMSKO by the European Environment Agency (hereafter referred to as "EEA") and the implementation of a new directive requirement to ensure compliance with the pollutant monitoring, transfer, and processing of measured data.

The subject of the contract will integrate the technological unit into the accredited quality monitoring system for pollutants in ambient air within NMSKO using reference and alternative methods, ensuring activities to improve the operation of NMSKO, conducting metrological controls and tests, sampling for analysis of ambient air and atmospheric precipitation, calibration of NMSKO analyzers, ensuring quality control of monitoring stations, conducting comparative measurements at NMSKO monitoring stations, the required yield of measured data, and informing the general public about the level of air pollution in terms of the requirements of Act No. 146/2023 Coll. of February 17, 2023, on Air Protection and on Amendments and Supplements to Certain Acts. Additionally, the measured results serve as the basis for fulfilling obligations related to the smog warning system according to the requirements of applicable legislation, fully respecting the established system of accredited measurements in NMSKO in accordance with the requirements of the STN EN ISO/IEC 17025 standard, including the established quality system and the requirements of the STN/EN 17255 standard focused on the requirements of a collection system. Furthermore, the requirements of the Directive of the European Parliament and of the Council (EU) 2024/2881 of October 23, 2024, on Ambient Air Quality and Cleaner Air for Europe, transposed into Act No. 146/2023 Coll. of February 17, 2023, on Air Protection and on Amendments and Supplements to Certain Acts and Decree No. 250/2023 Coll. The Directive of the European Parliament and of the Council (EU) 2024/2881 of October 23, 2024, defines the individual reference methods for assessing concentrations in the ambient air referring to the description in the individual standards as follows: the reference method for measuring nitrogen dioxide and nitrogen oxides in ambient air is described in EN 14211, the reference method for measuring sulfur dioxide in ambient air is described in EN 14212, the reference method for measuring ozone in ambient air is described in EN 14625, and the reference method for measuring carbon monoxide in ambient air is described in EN 14626. This legislation is legally binding for the public contractor. The certificate of accreditation of the public contractor is provided in Appendix No. 5 of the Tender Documents.

The defined technological functional unit must ensure the automation of processes within NMSKO and must be fully compatible with the existing system operated within the monitoring network. The newly supplied technological unit must form a systematic functional extension of the current infrastructure and be fully compliant with the requirements of the STN EN ISO/IEC 17025, STN EN 17255 standards, and the established quality system of NMSKO along with the relevant valid legislation. Procedures must comply with the requirements of binding regulations for established accredited measurements in NMSKO. Ensuring the continuity of processes is crucial for the recognizability and representativeness of measurement results published on an hourly basis on the public contractor's website and to the EEA. Any incompatibility with established quality control procedures would lead to the devaluation of the measured data and loss of the NMSKO's accreditation status.

The subject of the contract thus consists of one functional technological unit that includes:

  • air quality analyzers, their installation, and commissioning;
  • calibration and support devices, their installation, and commissioning;
  • communication interfaces, their installation, and commissioning;
  • data transfer and integration into the central collection and database system.
