Global performance contract within the meaning of articles L2171-3 and R2171-2 to R2171-3 of the Public Procurement Code. The Sallanches Hospital Center intends to use the competitive dialogue procedure in accordance with articles L. 2124-4, R. 2124-5 and R. 2161-24 to R. 2161-31 of the Public Procurement Code to the extent that the needs of the contracting authority cannot be met without adapting immediately available solutions, and that the response to this need consists of an innovative solution.
The Sallanches Hospital Center is objectively unable to draft the technical specifications without first exchanging and dialoguing with the candidates.
Furthermore, the proposed operation will necessarily include design services. The candidate is informed that the Hospital Center Alpes Léman, the support establishment of the GHT Léman Mont Blanc, is entering into the contract within the framework of its legal competence (article L.6132-2-5°a) of the Public Health Code) for the benefit of the member beneficiary establishment of the GHT, the Hospitals of the Pays du Mont-Blanc. In this capacity, the support establishment conducts the procurement procedure and signs the contract on behalf of the beneficiary establishment. The beneficiary establishment is, for its part, responsible for the execution of the contract, except for the conclusion of any amendments.

Energy performance contract for the renovation and modernization of heating and cooling production facilities at the Sallanches Hospital Center.
As part of its development and the directions defined in its master plan, the Intercommunal Hospital Center - Hospitals of the Pays du Mont-Blanc - Hospital of Sallanches plans to expand its site.
The current energy infrastructure relies on a dual energy gas and oil boiler room, has reached its limits in terms of capacity, the end of life of 1995 boilers has been reached, moreover, the performance level is insufficient regarding current energy constraints.
At the same time, the cooling production facilities are also expected to reach capacity limits and are difficult to adapt to the recovery of waste energy, especially in summer.
In this context, the CH plans to create an energy hub, separate from the existing facilities, to meet future needs while integrating a holistic cost approach that combines technical-economic efficiency and decarbonization.
To do this, the CH plans to integrate one or more renewable energy sources to ensure a sustainable and efficient supply of its hospital utilities.
The principle of the energy hub will be to deliver heating and cooling to the various substations of the buildings on the Sallanches site.
To this end, the Sallanches Hospital Center intends to conclude a global public energy performance contract, in accordance with articles L2171-3 and R2171-2 to R2171-3 of the Public Procurement Code.
The contract includes an intervention on existing built works, for the installation and implementation of heating and cooling production systems, which may extend to the creation of a new building for an energy hub.
The global performance contract includes terms P1, P2, P3 as well as the implementation of thermal production systems and networks and hot substations and, where applicable, cold.
The scope of intervention is detailed in the pre-program. The successful operator will guarantee performance from an allocated works budget and a measurement and verification plan. The dialogue will determine the work to be carried out to optimize performance, particularly renewable energy and waste energy under an acceptable payback period, as well as the commitment to a volume of energy efficiency certificates (CEE) that may be valorized. Other subsidies remain mobilizable by the candidate, who must propose a commitment for the amount to be considered in the financial analysis.
The provision of P1 fuel energy is included in the contract, and the supply of electricity is excluded from the supply scope.
The contract will include the aspects of operation, monitoring, control, maintenance, repairs, troubleshooting, and on-call duties in term P2.
Likewise, the contract will include major maintenance renewal with full guarantee (known as GER -GT) on the installations, given that the scope of the GER - GT may be subject to discussions during the dialogue.
The candidates will define and distinguish between so-called programmed renewals and provisions for unforeseen events.
The positive balance will be returned to the buyer at the end of the contract, while the negative balance will be borne by the contractor.
A more precise description will be given in the program containing objectives, specific scopes, requirements, constraints, technical context, etc., which will be transmitted to only the selected candidates.
The selected candidates must present a global and flat-rate offer for the entire contract (works + P2 and P3) and a unit price offer for the provision of P1 fuels.
