Description:
Specialized support is sought for performance verification of RNMCA, including compliance checks, equipment condition assessment, maintenance program development, and modernization planning to align with European air quality legislation.

Relaunch of Lot 1 – acquisition of technical assistance services consisting of specialized support in conducting a performance verification of RNMCA and identifying subsequent modernization/development needs, with the estimation of costs necessary for the maintenance and/or replacement of equipment in the future, taking into account the latest legislative progress at the European level in the field of air quality;

Lot 1 – acquisition of technical assistance services consisting of specialized support in conducting a performance verification of RNMCA and identifying subsequent modernization/development needs, with the estimation of costs necessary for the maintenance and/or replacement of equipment in the future, taking into account the latest legislative progress at the European level in the field of air quality.

To carry out the contract, the service provider will undertake the following activities:
a. Verification of RNMCA compliance with the latest legislative progress at the European level in the field of air quality, consisting at least of:
- compliance with the requirements regarding the pollutants measured and the type of monitoring stations;
- compliance with the requirements regarding the minimum number of sampling points for fixed measurements;
- compliance with the requirements regarding the placement of sampling points at both macro and micro scales, verified through field visits;
- compliance with the requirements regarding the methods used for measurements;
- compliance with the requirements regarding the assurance and control of measurement quality.
b. Verification of the technical condition of RNMCA equipment and components and identifying the degree of physical and moral wear of the equipment and components.
The checks will target all types of equipment existing in RNMCA – automatic measuring devices and instruments, sampling equipment, laboratory apparatus used in determining air quality parameters, auxiliary equipment from monitoring stations, calibration equipment, equipment that ensures data collection and transmission, and informing the public.
To determine the degree of physical wear of the equipment, criteria such as (the criteria are not exhaustive):
- the ability to achieve the specified operating parameters,
- number of operating hours,
- compliance with the maintenance programs provided in specific technical documentation,
- repairs/interventions suffered,
while for determining moral wear, aspects of the following type will be analyzed:
- year of manufacture and the progression of the type of equipment after that date,
- assimilation/adaptation to changes in applicable regulations regarding the equipment,
- the situation regarding the production of the type of equipment and spare parts,
- other aspects (material consumption, energy efficiency, operational safety, environmental protection, ease of operation, etc.).
c. Development of a maintenance program for RNMCA equipment considering the standard periods provided by the technical documentation of the equipment and the additional maintenance operations necessary due to the wear of the equipment (extended maintenance).
d. Formulation of recommendations and proposals for ensuring compliance and optimizing the operation of RNMCA according to the latest legislative progress at the European level in the field of air quality.
e. Development of a modernization plan for RNMCA staggered over 3 years, which should present, based on the economic-financial analysis of the established situation, the number and type of equipment proposed for acquisition, replacement, relocation, repair, preventive maintenance, as appropriate, in order to comply with the latest legislative progress at the European level in the field of air quality, as well as an estimate of the annual budgets necessary for the management of RNMCA.
The activities provided for points a)-e) will be carried out for each pollutant under Law No. 104/2011 on ambient air quality, with subsequent amendments, as well as for new pollutants introduced by Directive (EU) 2024/2881 of the European Parliament and of the Council of 23 October 2024 concerning ambient air quality and a cleaner air for Europe (recasting).
The current composition of RNMCA is presented in Annex No. 1 of the specifications.
At the request of the service provider, the contracting authority will provide all the information it holds and which is necessary for the performance of the contracted services.
