Assignment Title: Preparation of Power Sector Reform Roadmap

The Government of the Republic of Mozambique (GoM) has applied for financing from the World Bank toward the cost of the Green Energy Corridors Project – P179797, and intends to apply part of the proceeds for consulting services.



 



The consulting services (“the Services”) aims to hire a consultancy firm (the “Consultant”) to support GoM in advancing power sector reforms. The consultancy shall support the country in ensuring energy security in an efficient, sustainable, and financially viable manner both to meet domestic demand and to contribute to regional energy security in line with the Electricity Law of 2022 and Mozambique's broader development goals.



 



The consultancy services will focus on but not limited to:



 




  1. conduct a comprehensive diagnostic of the Sector, including institutional, regulatory and technical dimensions;

  2. develop a reform roadmap outlining short-, medium-, and long-term measures needed to modernize and strengthen the Sector;

  3.  benchmarking against international best practices and proposing actionable, context-specific steps to guide reform efforts.



 



The assignment is expected to be completed within approximately nine (9) months.

MIREME now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.



 



The shortlisting criterias are proven and documentary evidence of:



 




  1. extensive experience and proven track record of successful involvement in power sector institutional and structural reforms (including unbundling vertically integrated utilities);

  2. experience in sector governance and regulation;

  3. establishment of independent system and market operators;

  4. design of wholesale competitive markets, open access to the transmission and distribution grids, etc.;

  5. successful experience of working in developing countries and in countries with electrification challenges; and

  6. comprehensive set of skills and knowledge among pre-proposed staff to successfully undertake this assignment.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 and amended over time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 



 



Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



 



A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the Procurement Regulations.
