The object of the procurement consists of carrying out the activities of analysis, design, development, installation, configuration, commissioning, testing, operationalization, integration, and training related to the software platform for optimizing operational processes within SNUAU using AI and ML technologies, which will be developed through this procurement procedure. The services thus requested will contribute to achieving the objective of the procurement, namely the operationalization of an integrated software platform in SNUAU, which should ensure support functionalities, based on advanced AI and ML technologies, for processes of reception, operation, analysis, monitoring, dispatch, intervention, cooperation, and coordination in emergency management activities.

Software development services intended for the creation of the SOFTWARE PLATFORM FOR OPTIMIZING OPERATIONAL PROCESSES WITHIN SNUAU USING AI AND ML TECHNOLOGIES, including installation, configuration, commissioning, operationalization, integration, and training services, composed of:
- Operational component for evaluation and triage of calls/communications/emergency situations and alerts;
- AI/ML operational component for quality analysis and decision support;
- Core ML and AI operational component;
- AI Console component.
The procurement contract is one for software development services, having, as applicable, within the platforms, components, modules, applications, including the necessary software licenses for the information system that will be developed/configured within the procurement contract. An existing IT product will not be purchased but a computer system developed/configured according to the needs of the contracting authority.

The contracting authority will respond clearly and completely to all requests for clarification until the 11th day before the deadline for submitting offers, for the clarifications received at least 18 days before the deadline for submitting offers.
