The City of Garbsen (hereafter: Grantor) intends to award the construction and operation of charging infrastructure for vehicles with electric drive on selected areas of the city. The concessionaire commits to the establishment and operation of the charging facilities in accordance with this service description. The charging facilities must meet the requirements outlined in the service description.

The subject of the services to be provided is the construction and operation (including maintenance and upkeep) of public charging infrastructure for electric vehicles within the territory of the City of Garbsen.

The successful bidder in the procedure will provide the services specified in this service description and the concession contract based on a service concession. The grantor is the public body awarding the construction and operation of the charging infrastructure. The concessionaire is the company that receives the concession after the successful conclusion of the concession award procedure.

The concessionaire commits to the establishment and operation of the charging facilities in accordance with the service description.

The complete establishment and commissioning of all charging facilities must be completed by December 31, 2030. Of these, 40% of the charging stations must be established and put into operation by December 31, 2027. A further 40% of the charging stations must be established and put into operation by December 31, 2028. The concessionaire commits to ensuring the operation of the charging facilities from the award of the contract until December 31, 2038 in accordance with this service description. The charging facilities are to be constructed as freestanding charging stations. The charging station must have two charging points. Only in exceptional cases, due to space constraints, may one charging point be sufficient upon agreement. Alternatively, the contractor may, in coordination with the road construction authority, create curbside charging stations.

The subject of the contract is the construction and commissioning of 47 locations, of which: 8 locations with 2 charging stations each (4 charging points), 1 location with only one parking space, 38 locations with one charging station with two charging points/two parking spaces.
