Expansion of RES installation 1. The subject of the contract is the comprehensive execution of two photovoltaic installations together with energy storage systems and energy management systems (EMS), based on the Employer's documentation, on a “turnkey” basis, including all necessary deliveries, construction and electrical works, integration with existing installations, start-up, formalities, as-built, workshop, approval and final documentation, and personnel training. 2. The scope of the contract particularly includes: • verification of technical conditions, measurements and inventory necessary for proper execution of works; • selection, supply, and installation of complete, factory-new equipment and materials meeting the Terms of Reference (TOR); • execution and verification of supporting structures, including structural calculations and checking the load capacity of existing elements as necessary for installation; • execution of DC and AC installations, switchboards, protections, surge protection and lightning protection, grounding, equipotential bonding, cable routes, and measurements; • adaptation of existing switchboards, measuring systems, automation, and installations as necessary for the integration of new equipment; • at the WTS facility: consideration of existing semi-indirect measurement with 150/5 transformers, completion of formalities for increasing ordered power from 44 kW to 50 kW, notification of source modernization to the Operator, and preparation of a fire-separated energy storage room; • execution of energy storage systems including BMS, thermal system, protections, communication infrastructure, foundations or preparation of premises; • execution of EMS, monitoring, telemechanics and communications, delivery of all administrative accounts, configurations, licenses, and access data; • obtaining or updating necessary conditions, approvals, notifications, and acceptances, including activities before PGE Dystrybucja S.A. and required fire safety approvals; • commissioning, testing, measurements, technical acceptances, as-built and geodetic documentation, operating instructions, technical specifications (DTR), declarations, certificates, and warranty cards in Polish; • training of designated personnel of the Employer, cleaning up the site and restoring disturbed elements to at least their previous condition; • service, inspections, and defect removal throughout the offered warranty period without additional charges except those explicitly excluded in the contract.

Warranty
The bidder’s warranty covers the entire completed system, including works, structures, modules, inverters, energy storage with BMS, integration, EMS, monitoring, automation, switchboards, and wiring. The minimum period is 60 months, and the scoring maximum is 84 months. Longer manufacturers’ warranties required in the contract documents apply independently. The value is given in full months.

Evaluation criteria: - Total gross price (C) 60% Price: C = (Cmin / Ctender) × 60 points, where Cmin is the lowest valid offer price and Ctender is the price of the offer under evaluation. - Warranty period for the entire subject (G) 40% Minimum period is 60 months, scoring maximum is 84 months. Points: G = ((Gbid – 60) / 24) × 40 points. For 84 months or more, 40 points are awarded. For 60 months – 0 points. Indication of less than 60 months results in rejection of the offer.
Participation conditions: - Knowledge and experience: 10.1.1. Within the last 5 years preceding the deadline for submission of offers, or if shorter – during this period, the contractor has properly executed: • at least two photovoltaic installations each with a power of at least 80 kWp, including installation, electrical works, and start-up; and • at least one electric energy storage with a capacity of at least 100 kWh, integrated with RES installation and management or monitoring system. 10.1.2. Conditions can be evidenced by one, two, or three separate contracts. Services are considered completed if accepted and commissioned. - Persons capable of performing the contract: 10.2.1. The contractor shall provide at least: • one person authorized to perform independent technical functions in construction to supervise construction works, in accordance with the Act of 7 July 1994, Construction Law (consolidated text Journal of Laws 2026 item 524 with amendments), qualified in installations concerning electrical and power engineering networks, installations and devices, or equivalent valid construction authorizations; • one person authorized to perform independent technical functions in construction to supervise construction works, qualified in structural and construction specialization or equivalent valid construction authorizations; 10.2.2. One person can occupy more than one function if possessing all required qualifications. The Employer allows designation of multiple persons for supervising electrical works, provided that their combined authorizations cover the full scope of those works, specifying the responsibility scope of each person. 10.2.3. Equivalent qualifications and authorizations obtained in other countries are accepted if recognized under Polish law. - Economic and financial situation: 20.4. Before contract conclusion the selected contractor shall submit, if applicable: a consortium agreement, liability insurance policy related to the activity and scope of the contract for at least PLN 1,000,000.00 with proof of premium payment, confirmed authorizations of persons, subcontractors’ data, and necessary information for contract fulfillment, as well as provide a performance bond according to point 2.8. - Additional participation requirements: 2.7.1. The Employer requires a bid bond of PLN 15,000.00 (in words: fifteen thousand zloty 00/100). 2.7.2. The bid bond must be submitted before the deadline for submission of bids and maintained continuously at least until the expiration of the bid binding period. 2.7.3. The bid bond may be submitted at the Contractor’s choice in one or more of the following forms: in cash; bank guarantee; insurance guarantee; or surety granted by an entity referred to in Art. 6b(5)(2) of the Act of 9 November 2000 on establishing the Polish Agency for Enterprise Development. 2.7.4. Cash bond should be transferred to the Employer’s bank account no. 14 8076 0001 0010 5082 2000 0120 at Bank Spółdzielczy in Knyszyn, Krypno branch, with payment title: “Bid bond – photovoltaic installations RES Krypno Wielkie and WTS Długołęka”. - List of required documents/declarations: 13.1. The list of documents submitted with the bid is closed and includes: • Bid form – Annex no. 1; • Price form – Annex no. 2; • Contractor’s declaration – Annex no. 3, separately for each joint contractor and entity providing resources in the relevant scope; • List of experience – Annex no. 4 – with references, acceptance protocols or other evidence of proper performance; • List of persons – Annex no. 5; • Commitment of the entity providing resources – Annex no. 6 – if applicable; • Data sheet of offered equipment and solutions – Annex no. 7 – with catalog cards, certificates, and equivalence evidence; • Power of attorney or authorization document – if the authority does not result from a public register; • Declaration of joint contractors about division of activities – if applicable; • Business secret justification and separated files – if applicable. • Original of warranty or bid guarantee in electronic form – if bid bond was submitted in a non-cash form. 13.2. The Employer will not introduce any new, unforeseen category of documents after the bid submission deadline. Only explanations of authenticity, content, or completeness of documents from the listed catalogue in section 12.1 or evidence relating to specific circumstances revealed during exclusion verification may be requested. 13.3. The Contractor shall neither sign nor return the TOR files and contract template. 13.4. The Employer may use free, publicly available registers and does not require a document that can be independently obtained based on data provided by the Contractor.
