  1. This notice for expressions of interest follows the publication of the General Notice of Procurement in the newspaper "LA NATION " No. 8088 of Friday, September 30, 2022.
  2. The Government of Benin has received funding from the World Bank to finance the Vocational Training and Entrepreneurship for Employment Project in Benin (FP2E) and intends to use part of this grant to make payments under the contract for the recruitment of an individual consultant to develop the framework labeling and categorization of CASs at BENIN.
  3. The consultant's present mission will consist in developing the toolkit for labeling and categorizing EAS in Benin. The overall objective of the mission is to provide entrepreneurship support structures (SAE), as well as all stakeholders in the ecosystem, with a quality labelling reference system for their activities based on the minimum qualification criteria and the labelling process proposed by the report of the workshop on awareness-raising and co-construction at the national level of a labeling strategy for Entrepreneurship Support Structures (SAE) in the Republic of Benin

To do this, the following specific tasks will be carried out by the consultant :

  • Present the process of building the labelling mechanism;
  • Define the evaluation criteria of Entrepreneurship Support Structures (EAS) and the associated categories (infrastructure, governance, resources and support methods, service offers, etc.)  ;
  • Develop the rating system for evaluation criteria ;
  • Define the indicators and justifications for each evaluation criterion;
  • Develop the EAS labelling process step by step on the basis of the SAE workshop report;
  1. filing of application for labelling ;
  2. eligibility text;
  3. pre-evaluation of applications ;
  4. support for non-eligible CASs;
  5. field survey for Eligible CASs;
  6. analysis of the nomination files by the committee ;
  7. award decision
  • Define the commitment of the Beninese Government vis-à-vis labeled SAE and the commitment of labeled SAEs;
  • Define the terms of renewal of the label (Validity period of the label, Annual evaluation); 
  • Define the conditions for losing the label ;
  • Propose a certified SAE commitment charter

Propose an economic model for the sustainability of the labelling mechanism.

  • Define the actors of the governance of the mechanism.
  • Propose a label application form to enter the labeling process 
_msthash="2586" _msttexthash="30779060">4. The estimated duration of the mission is six (06) calendar weeks from the date of establishment of the service order.

5. The Director General of the Sèmè City Development Agency, Authorizing Officer of Component 3 of the FP2E Project, the Contracting Authority, by this request for expressions of interest, invites interested and eligible persons to submit their applications to provide the services described above.

As such, interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the Services (references concerning the execution of similar contracts, registration to the Unique Tax Identification (IFU), availability of the necessary knowledge (detailed curriculum vitae and diplomas). The consultant must provide evidence of his experience (certificates/attestations of good performance supported by extracts from the procurement contracts, etc. containing precise information to assess the consultant's experience).

 

6. Le.la individual consultant must have proven skills and a good understanding in the field of the Beninese entrepreneurial ecosystem. He or she must be specialized in structuring support offers and services for innovative entrepreneurs in Africa. In addition, the Consultant's proposal must clearly stipulate the consideration of gender in accordance with the World Bank's gender strategy (available at www.worldbank).

7. The selection of the consultant will be made on the basis of a comparison of CVs by competitive bidding, in accordance with clause 7.38 of the Rules for the Procurement by Borrowers Applying for Investment Project Financing (FPI) –Version of July 2016, revised November 2017, July 2018 and November 2020).

8. The attention of interested persons is drawn to paragraphs 3.14, 3.16 and 3.17 of Section III of the World Bank Procurement Regulations dated July 2016 revised in November 2017, August 2018 and November 2020, that describe the World Bank's conflict of interest policy.

9. Expressions of interest written in French in four (04) copies (1 original and 3 copies), bearing the mention "recruitment of an individual consultant to develop the framework for labeling and categorizing EAS at BENIN" must reach the address below, no later than 10 a.m. local time (GMT+1) on 25 MAY 2023.

11. The criteria for evaluating expressions of interest are :

 

(I) General qualifications of the consultant (03 points)

The consultant must justify having :

 

  • Profile BAC + 5, diploma in entrepreneurship, business management, Human Resources Management, Training engineering, business or any other field relevant to the mission : 03 points.

 

<font _msthash="2647" _mstmutation="1" _msttexthash="1181986">(II) Consultant Experiences (15 points)

 

The consultant must justify having :

 

  • Have at least 4 years of significant experience in the field of entrepreneurship in Benin or Africa with knowledge of operational functioning  (04 points at a rate of 02 points per experience proven by certificates of good execution supported by extracts from contracts or any other means satisfactory to the contracting authority); 

 

  • Have two (2) years of experience in capacity building of SME projects (operational, administrative, human and financial management) and in coaching companies or in support of project, startup or SME development;

(02 points at a rate of 01 points  per experience proven by a certificate of good performance supported by an extract of the contract or any other means satisfactory to the contracting authority)

 

  • Have two (2) years in the field of entrepreneurship support in the context of Sub-Saharan   Africa (02 points at the rate of one (01) point per experience of providing consultancy services related to the  modalities of financing MSMEs in West Africa, justified by a certificate of good performance supported by an extract from the contract or any other means satisfactory to the contracting authority); 

 

  • Knowledge in the field of data collection, analysis and restitution, as well as the development of accompanying manuals a good knowledge of the modalities of financing MSMEs in Benin (02 points at the rate of one (01) point per experience of providing consultancy services related to data collection, the analysis and restitution, as well as the development of accompanying manuals, justified by a certificate of good performance supported by an extract from the contract or any other means satisfactory to the contracting authority);

 

  • Have at least two (02) years of professional experience in the creation and development of support courses (02 points at the rate of one (01) point per professional experience, justified by a certificate of good performance supported by an extract from the contract or any other means satisfactory to the rsquo;contracting authority)

 

  • Have at least 03 years of experience in the evaluation and implementation of innovation and/or entrepreneurship programs of incubation and acceleration (03 points at the rate of one (01) point per experience, justified by a certificate of good execution supported by an extract from the contract or any other means satisfactory to the contracting authority
)

(III) Knowledge of the language of work (02 points)

The consultant must provide proof of a good command of the French language (a diploma attesting to higher-level academic training in French or any other means satisfactory to the contracting authority)

 

NB : In case of equality of the total number of points obtained, the consultant who has justified more proven experience in the drafting of procedures for the implementation of financing to MSMEs in Benin, will be preferred.
