The City of Helsinki is preparing to procure a management system for artificial intelligence, which aims to enable the management and documentation of obligations in accordance with the EU AI Act and support the lifecycle management of all artificial intelligence systems in the city.
The management system for artificial intelligence allows for the management, demonstration, and reporting of the obligations of providers and users under the EU AI Act for high-risk artificial intelligence systems, as well as supporting the management of all artificial intelligence systems in the city, identifying and managing AI risks, and communicating about artificial intelligence. The management system will provide information to the city's management, AI developers, and city services that utilize artificial intelligence as well as to web pages. The system serves as a key tool in risk identification and management, documentation, communication preparation, and supporting the implementation processes.

It will primarily organize supplier-specific market dialogues remotely in March-April 2026 if deemed necessary. Supplier-specific invitations to market dialogue will be sent after the deadline for the request for information. The contracting authority will provide any preliminary request for proposal documents for comments later.
The information collected through the request for information and market dialogue will be kept confidential and will be used only for the planning of the procurement.
