The contracting authority aims to promote sustainable multimodal urban mobility and relevant adaptation measures to mitigate CO2 emissions at the level of the municipality of Târgoviște. The specific objective of the investment is to arrange the infrastructure that will enable bicycle traffic (the sectors will integrate with the existing bike lanes in the municipality, as well as modernizing/extending the lighting system along the infrastructure), developing intermodal public transport terminals for urban/county/intercounty transport, establishing Park&Ride-type parking lots, developing the infrastructure necessary for the use of electric and hybrid vehicles, as well as creating pedestrian routes that will lead to the development of intermodality. A financing contract no. 232/05.05.2025 has been signed with ADR Sud Muntenia as the Managing Authority for PRSM, funding granted through PRSM 2021-2027, Priority P3: A region with sustainable urban mobility, Specific Objective 2.8: Promoting sustainable multimodal urban mobility, as part of the transition to a zero carbon dioxide economy, Operation A – Support granted to county residence municipalities, including their functional urban areas, in the Sud-Muntenia region, for investments in sustainable multimodal urban mobility operations. The contracting authority will respond clearly and completely to all requests for clarification/additional information addressed by the economic operator, on the 11th day before the deadline for submitting bids, according to Article 161 of Law no. 98/2016, correlated with Article 27 paragraph (3) of HG 395/2016, to the extent that these requests are made by the deadline of 20 days before the deadline for submitting bids. Clarification requests will be submitted in editable format. According to the general estimate prepared by the designer, the estimated value of the contract is 57,656,346.95 lei excluding VAT composed of: Chapter 1 Expenses for obtaining and arranging the land: -1.2 Land arrangement– 912,816.990 lei; -1.4 Relocation/protection of utilities - 306,819.64 lei; Chapter 2 Expenses for Ensuring the utilities necessary for the investment objective – 2,008,248.48 lei; Chapter 4 Expenses for the basic investment: - 4.1. Construction and installations – 46,051,247.58 lei; - 4.2. Assembly of machinery, technological and functional equipment – 989,954.21 lei; - 4.3. Machinery, technological and functional equipment requiring assembly – 5,713,841.93 lei; -4.5. Equipment -558,359.40 lei; 4.6. Intangible assets- 23,406.45 lei; Chapter 5 Other expenses: 5.1 Site organization – 1,091,652.28 lei of which -5.1.1. Construction and installations related to site organization- 823,191.09 lei - 5.1.2. Related expenses for site organization- 268,461.19 lei. The contractual clauses provided the possibility of contract revision according to Article 221 paragraph (1) letter a), e) and f) of Law no. 98/2016, regarding unsubstantial modifications related to the contract values by a maximum percentage: 1.108%. The investment involves arranging infrastructure that will allow safe bicycle traffic on certain sectors in the municipality of Targoviste according to the specifications over a length of 19.33 km, arranging a Park & Ride-type parking lot near the municipal operator's bus station on DN 71, planting green vegetation curtains (alignments of trees and shrubs) along the main road arteries to reduce CO2 emissions and pollution caused by road traffic, creating dedicated routes for pedestrian traffic on Str. Stelea – between Str. Revoluţiei and Bd.Libertăţii, arranging two intermodal terminals – one located on DN 72, below the road overpass above the railway, the second on DN 71 near the municipal operator's bus station, creating priority pedestrian areas (semi-pedestrian). Along the newly arranged infrastructure, the public lighting system will be modernized/extended.
