Technical expert for Study on Financing Pathways of ASEAN Power Transmission Projects to Access the International Climate Financing Options

The ASEAN Centre for Energy has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition/MPA ASET (P181555) and intends to apply part of the proceeds for technical expert for Study on Financing Pathways of ASEAN Power Transmission Projects to Access the International Climate Financing Options.



The consulting services (“the Services”) include Team of experts for Energy Policy and Climate Finance. The objective of this consulting service is (i) to map the financing needs and barriers for ASEAN power transmission projects as identified under the ASEAN Interconnection Masterplan Study (AIMS III) and related national power development plans, (ii) to assess the potential of various international climate finance options to address these financing gaps. It will examine the eligibility of transmission projects for financing instruments as well as bilateral and regional facilities; (iii) to propose practical approaches for structuring ASEAN transmission and interconnection projects to qualify for climate finance; (iv) develop methodologies to quantify and verify the emission reduction potential of transmission investments, and (v) to provide actionable policy and institutional recommendations that will enable AMS on how to access and structure climate finance instruments for transmission projects in their national planning and financing framewor



The ASEAN Centre for Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:




  • The firm shall demonstrate proven records of demonstrate strong technical and institutional capacity to carry out the assignment, with at least 5 (five) years of proven experience indicated in the Scope of Work of the Terms of Reference (TOR). The firm shall provide brief description of its legal mandates/authorised business activities, the year and country of incorporation, types of activities undertaken with approximate value of the contracts are desirable.

  • The firm is expected to mobilize a multidisciplinary team with the appropriate qualifications and experience to carry out the assignment effectively. The proposed key experts shall, at a minimum, include the: Team Leader/Energy Policy Specialist, Power System Specialist and Financial Analyst.



Key Experts will not be evaluated at the shortlisting stage. The works are expected to be fully remote with exception of in-person facilitation role during the workshop arrangements as indicated in the TOR



The approximate duration of the contract will be 7 (seven) months from the date of the contract signing. This timeline is an estimate and may be subject to adjustment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in sixth edition dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.



Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



The institution/consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations under Investment Project Financing (IPF) dated July 1, 2016, revised February 2025 (6th Edition).
