Description:
Comprehensive professional and administrative support is required for project funding and evaluation related to the recruitment and development of academic personnel at universities of applied sciences, including grant processing, monitoring, and coordination services.

The contract includes comprehensive professional and administrative support for the client in project funding, particularly the administrative and professional supervision of the funded universities from the first and second funding rounds and potentially their eligible partners, the grant processing of the funding projects from the first and second funding rounds within the framework of the usage verification process, as well as support in the further examination and approval process of partner projects in the second funding round with a shorter project duration of less than three years, including the necessary individual consultations with applicants. Work package 1 also includes financial-administrative support services for the federal-state financing of the program. Additionally, a central focus of the service contract arises in monitoring and supporting the evaluation of the federal-state program. According to § 8 BLV, the program is assessed in terms of its program objectives through accompanying monitoring and an independent evaluation. The task of the contractor is to prepare an annual environment and program monitoring report in the years 2026 – 2028. Furthermore, the contractor supports the BMFTR in accompanying the independent evaluation team. Moreover, the contractor shall assist the BMFTR with other consulting, informational, coordination, and communication services. This includes, among other things, supporting the BMFTR in fulfilling reporting obligations and responding to inquiries, tracking national and European higher education policy developments (publications, reports, studies, research, internet, etc.), observing current scientific developments by attending conferences/workshops and engaging with the scientific community, participating in relevant events/sessions, organizing and conducting contract awards, supporting the conceptualization and implementation of (professional) communication, press and public relations work, as well as assisting in managing the HAW actors network and preparing, conducting, and following up on events within the framework of the "FH-Personal" program. The data and databases already available with the currently designated project management for the administration of the "FH-Personal" program will be transferred to the potentially new contractor.
