1. The subject of the order is the implementation of e-services at SPZZOZ in Gryficach.
2. The aim of the project conducted by the Independent Public Healthcare Team in Gryficach – an entity qualified for the basic hospital insurance system for health care services – is to significantly improve the functioning of the facility and enhance the quality, accessibility, and safety of medical services through comprehensive digital transformation.
3. The scope of the project includes four main components:
1.1 Integration and expansion of the hospital's IT systems – including the development of the HIS system with new modules supporting treatment and diagnostics processes and enabling operation on mobile devices (the system modules adapted for use on tablets, e.g., enteral and parenteral nutrition, rehabilitation, medication and medical device orders), integration with external systems (P1, KRN+, GUS, PUE ZUS), as well as expanding the NDLS data warehouse and technical infrastructure (network switches, workstations). This will ensure full interoperability of the systems and increase the efficiency of medical personnel.
1.2 Digitization of medical documentation – particularly involving the implementation of electronic medical documentation (EMD), EMD repositories for laboratories, electronic observation cards (e.g., infusion card), as well as tools for digitizing handwritten signatures. The aim of these actions is to eliminate paper documentation circulation and increase the accessibility and security of medical data.
1.3 Increasing the level of cybersecurity at the hospital – through the implementation of comprehensive solutions for the protection of digital resources, including, among others, the expansion of the backup and disaster recovery system, enhancing the backup system with additional ransomware protection and comprehensive attacks using immutable copies and a disaster recovery environment for critical server resources, network segmentation, securing workstations and servers (EDR), SIEM service, information security management system (ISMS), as well as training for employees (all employees regarding cybersecurity and users and administrators of the implemented systems). Necessary licenses and support for maintaining the critical IT environment will also be extended or purchased.
1.4 Implementation of AI solutions and connection to the central repository of medical data (PUI) – including, among others, the implementation of a voice assistant for medical documentation, which uses artificial intelligence to assist medical personnel in documenting clinical data. Additionally, the project foresees integration with PUI, which will enable data transmission to the central repository according to the KPO requirements.
4. The project will be implemented comprehensively, taking into account interoperability, compliance with applicable standards, the principle of digital accessibility, and the security of processed data. The actions planned within the project will directly contribute to improving the quality of the health services provided, shortening patient service times, improving access to medical data, and strengthening the resilience of the health care system against digital threats.
5. The subject of the order includes all services necessary to enable the Ordering Party to operate the delivered Object of the Order according to the functional specification provided in this OPZ. It is also required that the Ordering Party's personnel obtain a full set of competencies necessary for managing and performing operational activities regarding the delivered solution. The services necessary to be performed within the actions specified above are defined in this specification in the individual chapters.
