The Government of the Republic of Zambia through Ministry of Community Development and Social Services has received financing from the World Bank toward the cost of the Supporting Women’s Livelihoods for Climate Smart and Productive Inclusion (SWL) intervention in Zambia and intends to apply part of the proceeds for consulting services



 



The consulting services (“the Services”) include conducting Market and Needs Assessment for Climate-Resilient income generating activities in Urban and Rural Districts in Zambia



over an estimated period of 4 Staff-Months immediately after signing of the Contract.

The Ministry of Community Development and Social Services now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.



 



The assignment is expected to be conducted by the firm with the following qualifications or requirements. Key Experts will not be evaluated at the shortlisting stage




  • Must be a firm

  • Technical and Managerial Capabilities

  • The Firm should have at least 5years experience in implementing similar studies (Expertise in survey design, data collection and data analysis, preferably in Sub-Sahara Africa).

  • Proven experience in conducting similar market and needs assessments of this magnitude for social protection and/or development projects preferably under the Development partners funded projects like WB, AfDB etc.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (Procurement Regulations) “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:



 



Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



 



A Consultant will be selected in accordance with the Consultant’s Qualification Selection -Firm (CQS) method set out in the Procurement Regulations.
