The opening date is cancelled, only electronic offers are permitted. Location: Saalbau, Domplatz 49, 38820 Halberstadt Persons allowed to be present at the opening: No participants are allowed to the submission. w) Assessment of suitability
Prequalified companies provide proof of suitability by entry in the list of the Association for the Prequalification of Construction Companies e.V. (Prequalification directory). If subcontractors are used, proof must be provided upon separate request that they are prequalified or meet the requirements for prequalification. Non-prequalified companies must submit the completed form "Self-declaration of suitability" as a preliminary proof of suitability with the offer. When using subcontractors, self-declarations must also be submitted for these upon separate request. If the subcontractors are prequalified, it is sufficient to state the number under which they are listed in the list of the Association for the Prequalification of Construction Companies e.V. (Prequalification directory). If the offer is shortlisted, the self-declarations (including those of the subcontractors) must be confirmed upon separate request by presenting the certificates from the responsible authorities mentioned in the "Self-declaration of suitability." Certificates not written in German must be accompanied by a translation into German. The form "Self-declaration of suitability" is available: The introductory text passage under w) is outdated and is hereby deleted, as no revised document exists within the introduction phase of TVergG LSA. The following requirements apply for the assessment of suitability: Proof of suitability can be provided by the contracting authority's directly callable entry in the generally accessible list of the Association for the Prequalification of Construction Companies e.V. (Prequalification directory). The information can also be provided by bidders or applicants through individual proofs. Certificates not written in German must be accompanied by a translation into German. Public tender In the public tender, the invitation to tender specifies the proofs whose submission is required with the offer or which may be requested later. Restricted tenders/single source awards In a restricted tender with a participation competition, it is required that the self-declarations or proofs are submitted with the participation application. In restricted tenders and single-source awards, the suitability of the companies is checked before the invitation to tender. The deadline begins on the day after the request is sent. The public contracting authority may extend the deadline if timely submission is not possible for reasons not attributable to the respective bidder or an extension seems appropriate in view of the nature and scope of the public order. If the deadline is not adhered to, the best bidder will be excluded from the procedure. In this case, the next offer in the ranking will be considered, and the bidder of this offer is deemed to be the best bidder.
The declarations and proofs are to be submitted electronically via the procurement platform evergabe.de. The documents must be submitted within 7 calendar days. An extension of the deadline can be granted upon request to the contracting authority. In case of late submission of declarations and proofs, the offer will be excluded from evaluation. Foreign-language proofs or declarations will only be considered if submitted with a translation into German.
