Description:
The contract involves the delivery and implementation of a smart monitoring and management system for the water supply infrastructure, including smart measuring devices, a SCADA management system, a Geographic Information System for data management, a mathematical model for network optimization, and the installation of devices for access to drinking water and gray water utilization.

1 The subject of the contract is the delivery and implementation of a smart monitoring and management system for water supply infrastructure, which includes: 1) a monitoring system for the water supply network consisting of equipping water supply connections in residential buildings, business facilities, public utility buildings, and water supply stations with smart measuring devices with communication modules, enabling comprehensive analysis of the water supply network's state; System components: single-jet dry running water meter, equipped with a radio module for remote reading, DN15 – 35 pieces; single-jet dry running water meter, equipped with a radio module for remote reading, DN20 - 1327 pieces; ultrasonic water meter, equipped with a radio module for remote reading DN25 – 6 pieces; ultrasonic water meter, equipped with a radio module for remote reading DN32 – 6 pieces; ultrasonic water meter, equipped with a radio module for remote reading DN50 – 1 piece; ultrasonic water meter, equipped with a radio module for remote reading DN80 – 2 pieces, ultrasonic water meter equipped with a radio module for remote reading DN150 - 1 piece, water meter wells – 50 pieces, radio modules for the water meter DN15/DN20, DN25/DN32 DN50/ DN80/ DN150, software for reading and managing data (mobile application and management platform) along with a reading set (smartphone, scanner, antennas, head); 2) a SCADA type intelligent management system for the water supply network consisting of measuring key sections of the network and significant points, such as water intakes, which will lead to, among other things: optimization of water transmission and rapid detection of areas of excessive consumption and potential failure points, operational efficiency of the network, and faster problem resolution, ensuring appropriate pressure and quality. The system consists of: telemetry set kit 9; monitoring system; 3) a Geographic Information System (GIS) enabling central management of data concerning the water supply network, allowing for effective management of water resources, conducting records, tracking changes, planning maintenance, and quick visualization and localization of facilities and incidents on the network, significantly increasing the availability and knowledge of the water supply infrastructure. The GIS system as an organized environment will include server software, with multi-station access (desktop) via a web browser (www) with a central database for entering, collecting, processing, and visualizing spatial and descriptive data enabling central management of data related to the water supply network, such as the location of pipes, technical parameters, history of repairs, or data concerning water quality; 4) a mathematical model of the water distribution system as a virtual representation of the network will allow the use of obtained data when making decisions regarding, for example, network expansion or modernization, which in turn will optimize the operating conditions of the network and generate savings, for example, through reduced water production costs. Having information about the operation of the water supply system network is the basis for proper, effective, and balanced water management in the municipality. The model is based on a network graph, maintained based on a spatial database in the GIS system. Using the built-in analytical tools of the GIS system, in which the model is built, it will be possible, for example: to support analyzing the operation of the network under water extraction conditions for firefighting purposes (fire simulations); to simulate how the network will behave after connecting a new user based on their consumption; to simulate the state of the network after closing a section during a failure (according to the areas indicated in the gate analysis); to estimate the age of water in the network; 5) installation of devices ensuring access to drinking water in the building of the Municipal Office in Lgota Wielka, the building of the Primary School in Lgota Wielka, and the building of the Primary School in Wola Blakowa; Devices providing access to drinking water must be connected to the water supply system of the buildings where they will be installed. These devices will supply filtered water meeting current standards, will be equipped with filters and water meters, which will allow monitoring of water consumption. Specification: housing material: stainless steel, filter set, measuring set enabling real-time monitoring and registration of water consumption. The subject of the order includes the delivery and installation of the above-mentioned devices. 6) Purchase and installation of a dual sewer installation enabling the use of gray water in toilets in the building of the Municipal Office in Lgota Wielka according to the design documentation which constitutes an attachment to the Detailed description of the subject of the order. 4.2 A detailed description of the subject of the order is attached as annex 2 to SWZ. According to point 2.1 of the announcement The Ordering Party informs that where in the SWZ the subject of the contract has been described by indicating trademarks, patents, or origin, source, or a specific process characterizing the products or services provided by a specific contractor, equivalent solutions are allowed, provided they meet the criteria specified in the description of the subject of the contract used to assess equivalence. The Ordering Party indicates for these solutions as equivalence criteria an allowance of +/- 2% for all required parameters. Where the Ordering Party described the subject of the contract by reference to norms, European technical assessments, technical specifications, and systems of technical reference as mentioned in Article 101(1)(2) and (3) of the Public Procurement Law, the Ordering Party allows equivalent solutions to those described, where such references accompany the words "or equivalent." The Ordering Party indicates that the obligation to report in the offer by submitting a list of equivalent solutions in relation to those described in the description of the subject of the contract and demonstrating equivalence lies with the contractor. If the requirements in the description of the subject of the contract refer to a trademark, patent, or origin, source, or specific process characterizing the products or services provided by a specific contractor, the Ordering Party requires that the contractor, when offering equivalent solutions, already provide in their offer proof of equivalence confirming compliance with the criteria specified in the description of the subject of the contract, which the Ordering Party uses to assess equivalence (CJEU Judgment C-14/17 of 12 July 2018), e.g., product catalog sheets. If the requirements in the description of the subject of the contract refer to European technical assessments, technical specifications, and systems of technical reference mentioned in Article 101(1)(2) and (3) of the Public Procurement Law, the Ordering Party requires that the contractor already provide in their offer proof of equivalence in the manner specified in Article 101(5) and (6) of the Public Procurement Law.
