The subject of the public procurement includes the delivery of medical devices and in vitro diagnostic products for the implementation of the Colorectal Cancer Screening Program 2025-2030 and the Cervical Cancer Screening Program 2025-2030 for a period of two years. The delivery includes original brochures, catalogs, and instructions for use. The order is divided into two distinct lots. Lot No. 1: "Delivery of up to 160,000 sets of medical devices for in vitro diagnostics over a period of 2 years in the implementation of the colorectal cancer screening programs 2025-2030." Lot No. 2: "Delivery of up to 70,000 sets of medical devices and in vitro diagnostic products over a period of 2 years in the implementation of the cervical cancer screening program 2025-2030." The total estimated value of the contract is 20,800,000 leva excluding VAT, as follows: Estimated value of Lot No. 1 – 9,600,000 leva excluding VAT; Estimated value of Lot No. 2 – 11,200,000 leva excluding VAT; The above total estimated value, as well as the estimated values of the distinct lots, represent the maximum financial resource that the contracting authority could provide and represent the maximum allowable/threshold value. Offers exceeding the announced maximum allowable/threshold value will be removed from participation. The financing of this public procurement is partially secured up to a total of 6,500,000 leva excluding VAT, as follows: Secured financing for Lot No. 1 – 3,000,000 leva excluding VAT; Secured financing for Lot No. 2 – 3,500,000 leva excluding VAT; The minimum percentage of the quantities of sets of medical devices for each distinct lot, for which funding has been secured, is 31.25% of the overall planned quantities. Upon conclusion of the contracts, based on the prices achieved as a result of the conducted procedure, this percentage may be increased. Depending on the achieved unit prices, at the conclusion of the contract, the exact quantities for which funding is secured will be determined within the aforementioned values, the quantities for which funding is not secured at the time of signing the contract, as well as what part of the contract is subject to deferred execution under Article 114 of the Public Procurement Act. Based on Article 114 of the Public Procurement Act, contracts with the selected participants will be concluded under a condition regarding the quantities for which funding has not been secured. Regarding the quantities for which funding has not been secured, the execution of the contracts will begin after written confirmation from the Contracting Authority for secured funding and after the Contractor provides the required performance guarantee. If the performance guarantee is not provided within the period specified by the Contracting Authority, without the presence of objective reasons, the Contracting Authority will terminate the contract. In case funding is not secured for the quantities for which execution is deferred, either party may request the contract to be partially terminated without notice after the expiry of a three-month period from its signing. When, after the expiration of a ten-month period from the signing of the contract, funding has not been secured, the contract is considered terminated in the part for the quantities for which execution has been deferred. The total duration for which the contract is concluded is two years. The initial delivery under the concluded contracts, for quantities for which funding is secured, must be completed within 4 months after receiving a request from the Contracting Authority. After the execution of the contracts begins concerning the quantities for which contracts are concluded under a condition, each subsequent delivery is executed upon request of the Contracting Authority, within 2 months of its submission, in which it specifies the quantity of the necessary diagnostic sets, until the specified quantities in the respective specifications are reached. The Contracting Authority is not obliged to order the total anticipated quantity of diagnostic sets, but only as much as is necessary to meet the objectives of the screening programs.
