Description:
The contract involves developing and implementing an Integrated Operational Monitoring Information System to enhance the sustainability and efficiency of water infrastructure management through advanced GIS, SCADA, and IoT components.

The object of the contract to be awarded consists in providing and performing the services for the development and implementation of an “INTEGRATED OPERATIONAL MONITORING INFORMATION SYSTEM” which will ensure the long-term general sustainability of the company in terms of personnel availability and mobility, from the perspective of ensuring logistical support and implicitly from a cost perspective, within the agreed period and in accordance with the obligations assumed by the contract, with the following main components:
1. GIS component, which will allow the management and analysis of spatial data related to the entire water production infrastructure and water networks (catchments, aqueducts, transport networks, etc.)
2. SCADA component - modernization and improvement of the system
3. Integrated IoT information system and digitization component
a Smart measurement component, consisting of a number of new flow meters equipped with IoT communication modules, which will create a unified monitoring system for water networks
b Digital platform component for collecting data from flow meters and managing information from flow meters (MDC – Meter Data Collection)
c Digital platform component for storing and analyzing data from flow meters, as well as for general management of the flow meter park (MDM – Meter Data Management)
The general objective of the project is to optimize the operation and monitoring of the infrastructure, detecting losses or defects in topology or execution of the networks by: installing an effective metering and monitoring system; implementing an integrated information system for the management of infrastructure and water losses, which offers specific solutions for the management of water supply and distribution; a system that integrates existing systems and provides the foundation for further developments, creating the foundation of the smart water network.
Achieving this objective will ensure the efficiency and sustainability of investments in the water sector and will allow for accelerated decisions to improve service quality, maintaining key parameters (pressure, flow, quality) at a high level, but also customer satisfaction regarding operational efficiency. The proposed information system to be purchased will be a completely new platform, common for user groups and target activities, with a core of databases and operating systems compatible with the existing SCADA system, for integration and interoperability.
It will be a unified construction, but with user rights structured on distinct customized modules.
These modules are distinct, customized software applications, for user groups, that allow both editing of field data and adding files such as images, PDFs, or videos in the common database/storage system, as well as user access to all technical, telemetry, SCADA, and geospatial (GIS) information. The software modules will be web-type with GPRS-GSM data transmission, but will allow editing and access to all data from GIS projects or without map components and in the absence of GSM signal, in deficient areas with subsequent automatic or semi-automatic synchronization.
Applications will be secured for each device by password and username and will be able to operate on the locally implemented project and offline on the installed module, as well as via WEB/online.
Economic operators will be able to request clarifications or additional information regarding the awarding documentation 19 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarifications/additional information regarding the awarding documentation on the 11th day before the deadline for submitting offers.

The interconnection of user groups, necessary for communication of data and relevant information between the organizational structures involved in target activities, will be achieved at the level of the server through the common database.

The execution duration of the contract is a maximum of 12 months from the order to start the services, broken down into phases/stages according to “Product and Service Delivery Plan”.
