1. The subject of the order is the construction, implementation, and commissioning of the Intelligent Transport System in Jelenia Góra (hereinafter referred to as “ITS System”) under the “design and build” formula.
2. The functional area of the project (System) covers the territory of the City of Jelenia Góra, within its administrative boundaries. The main goal of implementing the Intelligent Transport System is to increase the attractiveness of public transport, improve road safety, and provide tools for managing traffic in the city of Jelenia Góra.
3. The implemented Intelligent Transport System will support activities in the area of:
1) streamlining and thus increasing the attractiveness of the transport offer in public transport;
2) improving traffic safety by reducing traffic operations in road transport resulting from increasing the attractiveness of the transport offer in public transport;
3) shortening travel time by public transport through the introduction of priorities;
4) reducing time losses for individual vehicles (taking into account the overriding goal of shortening travel time by public transport);
5) increasing the safety of transport users by installing a monitoring system;
6) improving the state of the natural environment as a result of reducing traffic operations in road transport resulting from increasing the attractiveness of the transport offer in public transport.
4. The scope of the order includes:
1) Stage I – development of the design documentation for the ITS System based on the description of the subject of the order and the Functional-Utility Program (PFU) along with obtaining legally required opinions, agreements, and decisions (including agreements with the conservation officer) necessary for the proper execution of the design documentation and initiation of the task;
2) Stage II – execution of the subject of the order based on the developed documentation, i.e. including:
a) execution of energy connections,
b) implementation and commissioning of the System to the required functionality,
c) construction, reconstruction, equipping, and connecting traffic signals to the monitoring and control system,
d) illuminating 68 pedestrian crossings,
e) installation of visual supervision points,
f) adaptation of premises, equipment, and commissioning of the Traffic Control Center (CSR),
g) delivery of the Mobile Traffic Supervision Center (a specialized vehicle for monitoring and measuring traffic intensity).
3) Stage III – conducting tests of the “ITS System” and instructing the Ordering Party’s employees on the operation of the “ITS System”.

The order is implemented under the budget task titled: “Sustainable Urban Mobility in the Jelenia Góra Agglomeration”.

IMPLEMENTATION OF ITS SYSTEM IN THE CITY OF JELENIA GÓRA (ORDER UNDER THE DESIGN AND BUILD FORMULA).
