This investment project of the municipality of Miercurea-Ciuc falls under the objectives of the PMUD Miercurea Ciuc 2016-2025, funded through investments from European funds via the PNRR Investment I.1 – Sustainable urban mobility, operation I.1.2 - Ensuring the infrastructure for green transport - ITS, eligible activities are those that fall under code 076 - digitalization of urban transport - intelligent transport systems (ITS). According to European programming documents, the development of urban mobility must become much less dependent on the use of cars, shifting the focus from mobility primarily based on their use to mobility based on walking, using bicycles as means of transportation, using high-quality and efficient public transport, reducing the use of cars in parallel with the use of non-polluting categories of vehicles. By developing an intelligent and efficient traffic management system and modernizing/integrating the current monitoring facilities of the city, an effective tool for data collection, documentation, storage, and support in coordinating the actions of the Romanian Police and the Local Police of the Municipality of Miercurea-Ciuc will be realized.
In this regard, through the activities/measures supported within the defined objectives, the main goal will be to improve intelligent traffic management solutions based on metadata, in order to combat congestion and pollution on the streets, decarbonization, and improvement of the public transport sector, associated with urban mobility solutions as a public service, improving logistics and freight transport routes, respectively expanding and modernizing the physical road infrastructure based on metadata, road connectivity projects. The objective of the project is to implement an ITS Traffic System (STS), which focuses especially on improving traffic flow and safety on urban roads through adaptive controls and analyses. The introduction of traffic monitoring using video cameras will lead to achieving these objectives. The video traffic monitoring system is of the closed-circuit type, with visualization of the monitored areas taking place in a control center located at the headquarters of the Local Police. This objective will be realized through procurement of equipment including design and execution of installation works, ensuring power supply and cabling, as well as installation and configuration of the system for the development of intelligent traffic management systems, by equipping the control center and implementing the video traffic monitoring system.
Through the implementation of the traffic management system, the Municipality of Miercurea Ciuc aims to achieve the following general objectives: 1. Improvement of city security 2. Ensuring public and road safety 3. Traffic monitoring and management 4. Protection of the public domain 5. Transparency and supervision
In accordance with the provisions of art.160 paragraphs (1) and (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submitting offers. The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is 19 days before the deadline for submitting offers.

The awarding documentation refers to the procurement of: - supply and implementation of a traffic management system, which consists of the following components: 1. LPR INFORMATION MANAGEMENT AND VISUALIZATION SYSTEM, 2. MANAGEMENT AND VIDEO SURVEILLANCE SYSTEM, 3. DISPATCH EQUIPMENT, 4. AUXILIARY EQUIPMENT; - design and execution of installation works, commissioning of all elements and implementation of the system, including technical assistance from the designer during the execution of works for the traffic management system; - warranty services and technical assistance services according to the needs mentioned within this Specifications.
