Description:
The Bucharest Street Administration seeks a framework agreement for the service, maintenance, repairs, and upgrades of the traffic management system to enhance urban mobility and ensure optimal functioning of traffic lights and related infrastructure.

The Contracting Authority – Bucharest Street Administration intends to adopt concrete measures aimed at modernizing, rehabilitating, strengthening, and sustainably developing the road, pedestrian, and alternative urban mobility infrastructure in the Municipality of Bucharest. Implementing these measures requires contracting a framework agreement with subsequent contracts for a period of 4 years to ensure the functioning of the traffic management system in the Municipality of Bucharest (BTMS) under the best conditions and to ensure the highest possible equipment availability, so that traffic in the Municipality of Bucharest and the safety of road participants are not negatively affected. The traffic lights system in the Municipality of Bucharest consists of signalized intersections, thus: • signalized intersections with local operation; • signalized intersections with centralized operation, integrated within a Control Center (BTMS). Centralized signalized intersections are part of the Traffic Management System in Bucharest, called (BTMS), implemented by the Bucharest Municipality, aimed at smoothing vehicle traffic in Bucharest, but also prioritizing public transport vehicles. Furthermore, following the implementation of the BTMS from 2007-2009, a series of intersections have been constructed or refurbished and integrated into the Traffic Management System. The main subsystems that make up the BTMS are: - a traffic light subsystem composed of traffic lights, traffic light bodies, traffic light accessories (sunshade, traffic light mask), traffic control automation, equipment cabinets, uninterruptible power supply (UPS), and channels and electric networks powering the traffic lights; - a communications subsystem composed of channels for fiber optics, the fiber optics network, fiber optics patch panels, and communication equipment (switches); - a traffic monitoring subsystem composed of PTZ cameras and encoders; - a radio communications backup subsystem for public transport vehicles, composed of Access Point (AP) type equipment; - the control center subsystem contains the hardware and software components necessary for the system's operation. Service and maintenance activities, repairs for the traffic light installations related to the intersections subject to the framework agreement will cover the operations specified and detailed in the award documentation, respectively at the level of the specifications of the procedure. NOTE: According to the provisions of art. 160 of Law no. 98/2016, with subsequent amendments and completions, the contracting authority establishes 1 deadline within which it will provide a clear and complete response to requests for clarification/additional information from bidders as follows: The number of days until which clarifications can be requested before the deadline for submitting bids/candidacies is 18 days. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submitting bids.

The estimated minimum and maximum quantities over the duration of the framework agreement, respectively the minimum and maximum quantities that could be the subject of a single subsequent contract are found in Annex 4 to the specifications. The frequency of awarding subsequent contracts is annually for maintenance activities and as often as necessary for repair and modernization activities.
