The subject of this open procedure is to determine the contractor for the implementation of consulting services for the preparation of a report on investment compliance of a technical project and exercising construction supervision for energy renovation of multi-family residential buildings in the territory of Pleven in connection with the procedure "Support for Sustainable Energy Renovation of the Residential Building Stock - STAGE I AND STAGE II":
After the preparation of the investment project - technical phase and its coordination with the operating companies, a report for compliance assessment of the investment project will be prepared, with a comprehensive report on the essential requirements under Article 169, paragraph 1, points 1-5 of the ZUT, adhering to the requirements of Article 142, paragraph 5 of the ZUT, after which a Building Permit will be issued.
During the construction, construction supervision will be exercised according to the ZUT, monitoring the quality performance of the activities described in the investment project, as well as the quality of the materials used.
For specific positions №1-6, the public procurement will be implemented through non-repayable financial assistance (NPFA) from the National Recovery and Resilience Plan (NRRP) under procedure BG-RRP-4.023 "Support for Sustainable Energy Renovation of the Residential Building Stock - Stage I".
For specific position №7, at the time of announcement of the public procurement, there is no signed financing agreement under NRRP for a multi-family residential building located at Pleven, block "Kosmos-72", Pleven, St. „Stoyan Zaimov“ №5 and a multi-family residential building Pleven, neighborhood Druzba block № 131, regarding which the contract for awarding the public procurement is concluded under the condition of Article 114 of the ZOP.

Description - For all multi-family residential buildings across all positions, it is anticipated to prepare a Technical Investment Project and perform construction, including the mandatory measures prescribed in the Technical Passport of the building and the implementation of energy efficiency measures described in the report and the energy efficiency certificate for the building. The technical project will include at least the following project parts: Architectural; Structural (where applicable); Electrical (Electro); Heating, Ventilation, and Air Conditioning (HVAC); Energy Efficiency (EE); Fire Safety (FS); Safety and Health Plan (SHP); Waste Management Plan (WMP) and Detailed Budget Documentation (DBD).
Within the subject of the procurement will be:
- Preparation of a comprehensive report for the compliance assessment of the project documentation with the essential requirements for constructions, including the compliance assessment of the part "Structural" (if applicable), according to Article 142, paragraph 6, point 2 of the ZUT and compliance assessment according to Article 169, paragraph 1, point 6.
- Exercising construction supervision. The construction supervision is responsible for its activities and obligations as a participant in the investment process, regulated in the ZUT and other applicable provisions of legislation. The construction supervision will be executed in accordance with the requirements of the ZUT, the requirements of Ordinance № 3/2003 for the preparation of acts and protocols during construction, taking into account the requirements of Ordinance № RD-02-20-1/05.02.2015 on the Conditions and Procedure for the Use of Construction Products in Constructions in Bulgaria and all legal and subordinate normative acts. It will sign all acts and protocols for the opening of the construction site and during construction, necessary for the evaluation of the construction, regarding the safety requirements and for lawful execution. Guaranteeing the quality of the materials used will also be ensured by the construction supervision. After the completion of the construction activities, the person exercising construction supervision will prepare a final report for the implementation and execution of the project according to Article 168 paragraph 6 of the ZUT and will compose the technical passport, within the reach and content according to Article 176 a of the ZUT. The procedure for opening, reviewing, evaluating, and ranking offers is carried out according to Article 104 of the ZOP and Chapter V, Section VIII of the PPZOP.
