Description:
Production and delivery of low-floor electric city buses and associated charging infrastructure as part of a zero-emission mobility project in Koszalin.

I. The subject of the contract is: 1) the production and delivery of 7 brand new, low-floor city buses powered by electric engines (MAXI), with the following parameters: a) total length – from 11500 mm to 12500 mm; b) total width – up to 2550 mm without mirrors; c) total height – up to 3300 mm (including the air conditioning installation); 2) the production and delivery of 6 brand new, low-floor city buses powered by electric engines (MEGA), with the following parameters: a) total length – from 17500 mm to 18500 mm; b) total width – up to 2550 mm without mirrors; c) total height – up to 3300 mm (including the air conditioning installation); 3) the delivery, installation, and commissioning of 13 brand new chargers for electric buses, constituting an element of the electric bus charging system; 4) the delivery and commissioning of 1 brand new mobile charger for electric buses, which is a component of the electric bus charging system; 5) the delivery and commissioning of 1 generator set for emergency power supply with a capacity of 0.5 MW, constituting an element of the electric bus charging system. A detailed description of the subject of the contract is included in the draft agreement along with attachments and in the attachments to the description of the subject of the contract. The subject of the basic order is an element of the project entitled: 'Zero-emission buses for sustainable mobility in Koszalin - stage II' planned for co-financing from the European Union budget under Action FENX.03.01 Public Transport from the Program for European Funds for Infrastructure, Climate, Environment 2021-2027, recruitment no. FENX.03.01-IP.02-001/25. Continuation of the content started in point 2.1.4 of this announcement. 1.3) Certificates referred to in Chapter I point 6.1 subpoint 2.4 of the SWZ, certificates or other documents confirming that the Contractor is not in arrears with social or health insurance contributions as referred to in Chapter I point 6.1 subpoint 2.5 of the SWZ, or an excerpt or information from the National Court Register or from the Central Registration and Information on Business Activity, referred to in Chapter I point 6.1 subpoint 2.6 of the SWZ – the contractor submits the document or documents issued in the country where the contractor has its registered office or place of residence, confirming, respectively, that a) it has not violated the obligations regarding tax payments, fees, or contributions for social or health insurance, b) its liquidation has not been initiated, bankruptcy has not been declared, its assets are not managed by a liquidator or court, has not entered into an arrangement with creditors, its business activity is not suspended, nor is it in another similar situation resulting from a similar procedure provided for in the provisions of the place where this procedure was initiated. 2) The document referred to in subpoint 1.1 should be issued no earlier than 6 months before its submission. The documents referred to in subpoints 1.2 and 1.3 should be issued no earlier than 3 months before their submission. 3) If documents referred to in subpoint 1 are not issued in the country where the Contractor has its registered office or place of residence, or if these documents do not cover all cases referred to in Article 108 paragraph 1 points 1, 2, and 4, as well as Article 109 paragraph 1 point 1 of the PZP Act, they may be fully or partially replaced by a document containing, respectively, the statement of the contractor, indicating the person or persons authorized to represent it, or a statement of the person to whom the document was to apply, made under oath, or, if there are no regulations on the statement under oath in the country where the Contractor is registered or resides, made before a court or administrative authority, notary, or a body of professional or economic self-government, competent considering the registered office or residence of the Contractor or the residence of the person to whom the document was to apply. The provision of subpoint 2 applies. III. 1) Only entities authorized to act on behalf of the Contractor may submit an offer. 2) To confirm that the person acting on behalf of the Contractor is authorized to represent it, the Ordering Party requires the Contractor to submit an excerpt or information from the National Court Register, the Central Registration and Information on Business Activity, or another relevant register. The Contractor is not obliged to submit the documents referred to in the first sentence if the Ordering Party can obtain them from publicly available databases, provided that the Contractor indicates the data enabling access to these documents. 3) If a person whose authorization to represent the Contractor does not arise from the documents referred to in subpoint 2 represents the Contractor, the Ordering Party requires the Contractor to provide Power of Attorney or another document confirming the authorization to represent the Contractor. 4) The Power of Attorney to represent the Contractor defining its scope should be submitted along with the offer. The Power of Attorney is submitted in electronic form and must be affixed with a qualified electronic signature of the person authorized to represent the Contractor. If the Power of Attorney is prepared as a paper document and bears a hand-written signature, a digital representation of this document shall be submitted, along with a qualified electronic signature certifying the conformity of the digital representation with the paper document. The certification of conformity of the digital representation with the paper document mentioned in the previous sentence is done either by the principal or can also be done by a notary.
