The subject of this public procurement is "Engineering (design, construction and installation supervision) for improving energy efficiency and reducing energy consumption in multifamily residential buildings in the town of Elhovo under Priority 4 'Just Transition' of the 'Regional Development' Program 2021-2027 for 12 (twelve) separate lots". The main goal is to design, construct, and perform author supervision to enhance energy efficiency and reduce energy consumption in 12 (twelve) multifamily residential buildings in the territory of the town of Elhovo. By implementing energy efficiency measures, the living conditions of households will be improved, and the quality of life in the most affected areas by climatic transition will be enhanced. The introduction of energy efficiency measures will contribute to reducing energy consumption and help alleviate the pressure from rising energy costs. The activities to be executed under the contract are: I. Design – preparation of a technical investment project according to parts in accordance with the technical specification for the respective separate lot, attached as an integral part of the public procurement documentation; II. Execution of construction and installation works (C&IW) on the site in accordance with the approved investment project; III. Exercising author supervision during the construction of the site to ensure strict adherence to the investment project across the individual parts. The contractor of the current public procurement is obliged to carry out the construction included in its scope in compliance with the six environmental objectives and the requirements of the Technical Guidelines for applying the 'do no significant harm' principle in accordance with the Regulation establishing the Recovery and Resilience Mechanism. For the purposes of the Regulation establishing the Recovery and Resilience Mechanism, the principle of do no significant harm must be interpreted in the sense of Article 17 of the Taxonomy Regulation (Regulation (EU) 2020/852 establishing a framework to facilitate sustainable investments). This article defines what constitutes 'significant harm' to the six environmental goals covered by the Taxonomy Regulation: 1. An activity is considered to cause significant harm to climate change mitigation if it leads to significant greenhouse gas emissions; 2. An activity is considered to cause significant harm to climate change adaptation if it results in increased adverse impacts on the current and expected future climate, on the activity itself, or on people, nature or assets; 3. An activity is considered to cause significant harm to the sustainable use and protection of water and marine resources if it adversely affects the good ecological status or good ecological potential of water bodies, including surface waters and groundwater, or deteriorates the good ecological status of marine waters; 4. An activity is considered to cause significant harm to the circular economy, including preventing waste generation and recycling, if it leads to significant inefficiencies in the use of materials or the direct or indirect use of natural resources, or if it results in a significant increase in waste generation, incineration or disposal, or if the long-term disposal of waste could significantly and permanently harm the environment; 5. An activity is considered to cause significant harm to pollution prevention and control if it leads to a significant increase in emissions of pollutants into the air, water or soil; 6. An activity is considered to cause significant harm to the protection and restoration of biodiversity and ecosystems if it significantly harms the good status and resilience of ecosystems or worsens the conservation status of habitats and species, including those of interest to the Union. In order to avoid causing significant and lasting harm to the environment in relation to the transition to a circular economy, and considering the fact that the construction subject to this public procurement should have a minimal predictable impact on the environment, the Contractor commits to adhere to the 'do no significant harm' principle as defined in Article 17 of Regulation (EU) 2020/852 of the European Parliament and Council of June 18, 2020, declaring that: 1. Environmental protection will be a priority during the execution of the public procurement. All construction and installation activities will be carried out in strict compliance with applicable requirements of regulatory documents, the instructions of the contracting authority and other competent environmental authorities and in accordance with the requirements of the international standard EN ISO 14001:2015 or equivalent. 2. During the construction and installation activities, measures will be taken to reduce emissions of noise, dust, and pollutants. The subject of the separate lot includes activities related to engineering - design, construction works, and author supervision, for the implementation of energy efficiency measures in a multi-family residential building at 46 "AL. STAMBOLIYSKI" St., Elhovo - GFA = 1303.74 m2.
Included in the scope of the separate lot are the following activities:
Activity 1 – Preparation of an investment project: Development of an investment project in the phase of "technical project" in accordance with Regulation No. 4 of 21.05.2001 on the scope and content of investment projects; When developing the project, the selected contractor should comply with the mandatory measures for maintenance and provision of the site, prescribed in the Passport from the survey for establishing technical characteristics and in the Energy Audit Report and Certificate of energy characteristics of buildings in operation.
Activity 2 – Execution of construction works to realize the construction of the site: The planned construction activities include all activities for energy renovation - for the application of energy efficiency measures and all activities for applying the mandatory measures prescribed by the survey for establishing the technical characteristics for the site, according to the developed investment project. The following energy efficiency measures described in the Certificate of energy characteristics of the building are provided:
-B1 Thermal insulation of external walls;
-B3 Thermal insulation of the roof;
-B4 Thermal insulation of the floor;
-B5 Replacement of windows and doors.
Mandatory measures prescribed in the Technical passport and survey in the part "Architecture", part "Structures", part "Electrical - lightning protection" and measures for ensuring "Accessible environment" are provided.
Activity 3 – Exercising author supervision during construction according to Article 162 of the Spatial Planning Act. The construction is of fourth category under the Spatial Planning Act.
Expected results:
-Implemented and introduced energy efficiency measures according to the prescriptions of the conducted survey;
-Implemented mandatory measures according to the prescriptions of the Technical passport;
-Achieving a higher energy consumption class - class "A";
-A more favorable environment for work and providing services for the population;
-Improving the energy characteristics of the building and extending its lifespan;
The funds for the execution of the subject of the separate lot are provided according to the administrative contract No. BG16FFPR003-4.001-0029-C01 with the Ministry of Regional Development and Public Works, Managing Authority of the "Regional Development" Program 2021-2027 (PRR).
