1. The subject of the order is the supply of electricity to the facilities of the University of Gdańsk located within the administrative boundaries of the Pomeranian Voivodeship.
2. Common Procurement Vocabulary (CPV) Code: 09300000-2 (electricity, heat, solar and nuclear energy).
3. The supply of electricity referred to in point 1 is carried out through the distribution network belonging to the Distribution Network Operator (hereinafter referred to as OSD). The conditions for the provision of distribution services are specified in separate distribution agreements concluded with OSD by the Ordering Party.
4. A detailed description of the subject of the order is included in annex no. 6 to the SWZ and the subject-price form – annex no. 1A to the SWZ.
5. The estimated electricity consumption is approximately 16,000,000 kWh over a period of 12 months. This is an estimated quantity that is not binding for the Ordering Party and may be subject to change, in accordance with the provisions of § 3 para. 5 or § 9 para. 1 item 10) of the draft contract – annex no. 5 to the SWZ. The actual amount of electricity delivered will depend on the current needs of the Ordering Party.
6. Increasing or decreasing the number of withdrawal points will require the introduction of an annex to the contract.
7. The Ordering Party informs Contractors that the Distribution System Operator (OSD) is ENERGA Operator S.A. based in Gdańsk.
8. The Contractor must have a General Distribution Agreement with the Distribution System Operator ENERGA Operator S.A. based in Gdańsk.
9. The Ordering Party informs that all withdrawal points listed in annex no. 6 to the SWZ have metering and settlement systems adapted for changing the seller.
10. The Ordering Party does not divide the order into parts. Thus, the Ordering Party does not allow the submission of partial offers referred to in Art. 7 item 15 of the Public Procurement Law. Based on Art. 91 para. 2 of the Public Procurement Law, the Ordering Party informs that dividing the order into parts may result in technical difficulties in the execution of the order, logistical problems, especially the need to coordinate the actions of different Contractors implementing individual parts of the order during a single event. Such a situation could significantly jeopardize the proper execution of the order. Moreover, the size of the order in no way hinders small and medium-sized enterprises from submitting offers – the size of the order is not non-standard in the market.
