The Republic of Mali has received financing from the World Bank to cover the cost of the Mali Water Security Support Project (PASEMa) and intends to use part of the funds for consulting services.
The services of the consultant (“the services”) include the recruitment of one (01) junior specialist No. 4 in E&S safeguards for a duration of 24 months, with the expected start date in September 2025.

The Malian Company of Drinking Water Heritage (SOMAPEP SA) invites individual consultants to express their interest in providing the Services. Interested consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the services. The selection criteria are:
The candidate will be eliminated if either the degree or the certificate is absent.

A score of zero (0) will be awarded if less than one (01) year. | 20 points |

NB: Only experiences justified by certificates of participation or completion of service will be considered in the evaluation.
The minimum required score to be eligible is 75 points out of 100.
In the case of a tie, the candidate with the highest number of evaluated experiences based on criterion 3 first and criterion 4 second will be selected.
The top four candidates with scores above 75 points will be invited to participate in the interview phase.
The highest-ranked candidate will be invited to negotiate a contract.
Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the “Procurement Regulations for Borrowers” of February 2025 (“Regulations”), stating the World Bank's policy on conflict of interest.
Consultants may collaborate with others to enhance their qualifications but must clearly indicate whether the partnership takes the form of a consortium and/or of a subcontractor. In the case of a consortium, all consortium partners will be jointly and severally liable for the entirety of the contract if selected.
The consultant will be selected according to the method of Individual Consultant Selection as described in the regulations.
