PURPOSE OF THE PRIOR NOTIFICATION

The Southwest Finland ELY Centre is preparing a procurement for vessel traffic services on the Utö route. The intention is to renew the content of the purchased service, which is why the Southwest Finland ELY Centre finds it necessary to engage in dialogue with industry stakeholders before starting the procurement procedure.

At the time of publishing the prior notification, the goal is for the procurement notice to be published after market dialogue and consultations with stakeholders connected to vessel traffic by the end of 2025.

BACKGROUND

The vessel traffic services procured by the Southwest Finland ELY Centre have had a maximum contract period of 5 years. Among other things, making investments aimed at reducing environmental impacts would require the adoption of a longer contract period.

The Finnish government presented its proposal to the parliament on 21.11.2024 for complementing the budget proposal for 2025. The proposal suggests an allocation of 85 million euros for 15-year contracts for island connection vessel traffic (four route areas). According to the proposal, longer contracts could develop island traffic and reduce the environmental impacts of transport.

MARKET DIALOGUE

The Southwest Finland ELY Centre invites companies providing vessel traffic services to participate in the market dialogue, from which feedback will be supported to prepare future service procurements concerning vessel traffic.

The preliminary agenda for the one-on-one meetings is as follows:

• Introductions (5 min)
• Presentation of the client’s preliminary goals (10 min)
• Presentation of potential procurement procedures (10 min)
• Discussion of the client’s preliminary goals and the procurement implementation method (60 min)
• Next steps (5 min)

The duration of the meetings will be a maximum of 1.5 hours. The meetings will primarily be held as Teams meetings. The language of the meetings will be Finnish.

Materials will be provided to participants for preparation, which will include further information on planned changes and related questions. Participants are expected to prepare by carefully reviewing the material.

The market dialogue may possibly continue with registered participants in writing and/or orally after the mentioned meetings.

Information provided by participants in the market dialogue will be treated confidentially.

This market dialogue can be attended by companies providing vessel traffic services. Other parties will be consulted separately after the execution of this market dialogue.
