3. The subject of the order has been divided into the following parts:
1) Part 1 - "Supply and installation of photovoltaic systems and photovoltaic installations with energy storage for residential buildings"
2) Part 2 - "Supply and installation of heat pump systems for residential buildings"
4. Part I of the order "Supply and installation of photovoltaic systems and photovoltaic installations with energy storage for residential buildings":
a. The entire task, i.e., the scope of work carried out in the municipalities of Lądek, Ostrowite, Strzałkowo, includes work that will be carried out in a design-and-build formula, related to:
- the development of comprehensive, multi-disciplinary project documentation including all work specified in the functional and utility program regarding the supply and installation of photovoltaic systems and photovoltaic installations with energy storage for residential buildings,
- the execution of the photovoltaic installation or photovoltaic installation with energy storage,
- the execution of additional works specified in the program in the functional and utility program regarding the supply and installation of photovoltaic systems and photovoltaic installations with energy storage for residential buildings.
b. The cost of project documentation may not exceed more than 4% of construction costs.
c. The general characteristics of the order in this part are as follows:
The exact scope of the installation for the Municipality of Strzałkowo:
• 105 sets of photovoltaic micro-installations
• 76 energy storage units for electricity
The exact scope of the installation for the Municipality of Lądek:
• 41 sets of photovoltaic micro-installations
• 33 sets of energy storage units for electricity
The exact scope of the installation for the Municipality of Ostrowite:
• 18 sets of photovoltaic micro-installations
• 14 sets of energy storage units for electricity
5. Part II of the order "Supply and installation of heat pump systems for residential buildings":
a. The entire task, i.e., the scope of work carried out in the municipalities of Lądek, Ostrowite, Strzałkowo, includes work that will be carried out in a design-and-build formula, related to:
- the development of comprehensive, multi-disciplinary project documentation including all work specified in the functional and utility program regarding the supply and installation of heat pumps for residential buildings,
- modernizing the heating system, consisting of changing the currently used heat source in the heating system and/or preparing hot water for the heat pump installation with a ground heat exchanger or air-to-water type,
- the execution of additional works specified in the program in the functional and utility program regarding the supply and installation of heat pumps for residential buildings.
b. The cost of project documentation may not exceed more than 4% of construction costs.
c. The general characteristics of the order in this part are as follows:
The exact scope of the installation for the Municipality of Strzałkowo:
• 45 sets of air and ground heat pumps used for central heating and hot water
The exact scope of the installation for the Municipality of Lądek:
• 28 sets of air and ground heat pumps used for central heating and hot water
The exact scope of the installation for the Municipality of Ostrowite:
• 3 sets of air and ground heat pumps used for central heating and hot water
d. The contractor will be obligated to carry out all work, services, and inspections that will ensure the validity of the warranty for each device/component of the installation - in accordance with the guidelines set by the respective manufacturer of the device/component in this regard - throughout the warranty period, in accordance with the offer submitted during the proceedings.
e. Devices and construction products used by the contractor must:
– be brand new, not older than 2025 (for photovoltaic installations) and not older than 2024 (for energy storage),
– have operating and user instructions in Polish,
– have a written warranty from the manufacturer or contractor regarding quality,
– be introduced into commercial circulation in accordance with the provisions of the act of April 13, 2016 on the assessment and market supervision systems (Journal of Laws of 2022, item 1854),
– have a declaration of conformity with the provisions set out in the community harmonization legislation and the provisions of the European Parliament and Council Regulation (EU) No. 305/2011 of March 9, 2011 establishing harmonized conditions for the marketing of construction products and repealing Council Directive 89/106/EEC - marked with "CE" or have a national declaration of performance issued based on the provisions of the Act of April 16, 2004 on construction products (Journal of Laws of 2021, item 1213) - marked with "B",
– other requirements regarding photovoltaic installations and energy storage have been specified in the PFU.

5. Part II of the order "Supply and installation of heat pump systems for residential buildings":
a. The entire task, i.e., the scope of work carried out in the municipalities of Lądek, Ostrowite, Strzałkowo, includes work that will be carried out in a design-and-build formula, related to:
- the development of comprehensive, multi-disciplinary project documentation including all work specified in the functional and utility program regarding the supply and installation of heat pumps for residential buildings,

e. In the execution of the order, a management system based on information and communication technology (ICT) must be developed. The system must allow the User, Service Representative, and Ordering Party to obtain information regarding:
i. Work parameters of the devices, including parameters set by the User,
ii. Production of thermal energy,
iii. Failures and downtimes of the devices.
Access to the ICT system must be provided from a web browser and a dedicated application. The Ordering Party and Service must have the possibility of generating reports from archived data regarding thermal energy production for a selected time period.
f. Devices and construction products used by the contractor must:
– be brand new, not older than 2025,
– have operating and user instructions in Polish,
– have a written warranty from the manufacturer or contractor regarding quality,
– be introduced into commercial circulation in accordance with the provisions of the act of April 13, 2016 on the assessment and market supervision systems (Journal of Laws of 2022, item 1854),
