The procurement concerns planning tasks under the responsibility of the City of Helsinki’s Urban Environment Division, as well as various studies and inventory work in the city’s parks and green areas, street squares, and street green areas.
The services to be procured are divided into four (4) areas as follows:
Area 1: Multidisciplinary Environmental Planning Assignments
Area 2: Conventional Environmental Planning Assignments
Area 3: Urban Water Management and Water Construction Planning Assignments
Area 4: Planning Assignments for Sports Facilities, Outdoor Sports Areas, and Beaches
The basis for selection in the areas will be overall economic advantage, based on the best price-quality ratio as follows:
- Price, weight 30 %
- Quality, weight 70 %

EXTENT OF THE FRAMEWORK ARRANGEMENT
The total expected value excluding VAT for the entire contract period (including any optional periods) is 36,000,000 euros, and the maximum value excluding VAT is 42,000,000 euros.
LOT-0001
Area 1: Multidisciplinary Environmental Planning Assignments.
Seven (7) suppliers will be selected for Area 1: Multidisciplinary Environmental Planning Assignments unless there are fewer suppliers that meet the eligibility criteria and approved offers.

During the contract period, assignments will be allocated to each supplier in proportion to the percentages for the area, depending on the number of suppliers selected for the area. The percentage distributions are presented in the draft contract.
