The FDRE Ministry of Agriculture has received financing from the World Bank towards the cost of the Livestock MRV Capacity building grant activities implementation (P151294), and intends to apply part of the proceeds for consulting services of Technical Assistance in the development of Road-Map for Livestock MRV system to the national level Livestock MRV system establishments.



The objective of this consultancy service is to develop a comprehensive actionable Road-Map for livestock MRV capacity building and system establishment which integrates environmental and social management system at national level in Ethiopia.



The following specific tasks are expected from the consultant; specifically:




  • To conduct thorough situational analysis and diagnostic assessment of the current livestock MRV landscape in Ethiopia. This includes looking at data availability and quality, existing methodological frameworks, institutional capacities and mandates, as well as current MRV initiatives.

  • To pinpoint and describe Livestock MRV key gaps, operational challenges, and strategic opportunities that could improve livestock MRV systems in Ethiopia.

  • To develop a step-by-step implementation strategy that outlines specific activities, timelines, measurable milestones, and necessary resource allocations to enhance MRV capacity at both national and regional levels.

  • To identify key stakeholders and clarify their unique roles, responsibilities, and interconnections within the national livestock MRV framework, promoting collaborative efforts and effective coordination.

  • To develop a focused and comprehensive capacity development strategy aimed at addressing gaps in technical expertise and institutional capabilities.

  • To design a robust data governance framework and management system for the systematic collection, secure storage, thorough analysis, and transparent sharing of relevant livestock data.

  • To create a detailed sustainability plan that ensures the long-term effectiveness and viability of the national livestock MRV system, focusing on institutional pathways, sustainable financing options, safeguarding people and the environment and ongoing improvement through research and development.

The Ministry of Agriculture; LFSDP, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm.



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018, November 2020 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 



Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
