OBJECT:
Kela is preparing a procurement for an organization-wide AI governance tool, which provides a centralized solution for the registration, risk classification, lifecycle management, documentation, and compliance verification according to the EU AI Act of AI systems. The procurement concerns a cloud-based software that integrates processes, workflows, monitoring, and reporting to enable transparent, auditable, and effective AI governance throughout Kela’s operations. The solution will initially support 20–50 systems and will expand with increasing needs, providing comprehensive maintenance, security, and support services, along with role-based access management.
MARKET DIALOGUE:
Participants are requested to:
- present available solutions in the market
- answer questions regarding the procurement
- comment on minimum requirements, for example, to remove conflicts of interest
- offer ideas for improving the solution and the procurement process
The dialogue will be conducted in various formats: presentation sessions can be organized remotely via Microsoft Teams, and for instance, requirement definitions can be handled via email.
As part of the market survey, signing a confidentiality agreement may be required for sharing confidential materials. The materials provided by Kela and the procurement documents are in Finnish, and the procurement unit will not translate the materials.

The presentation material is expected to succinctly describe the key features of the solution, technical architecture, compliance with the AI Act requirements, and any relevant experiences from similar implementations.

The information request does not obligate the procurement unit to carry out the actual procurement or to implement the procurement in the way described in the information request. The procurement unit is not obliged to take into account the responses received from the information request in the drafting of the request for proposals and the contract template. No compensation will be paid to those who respond to the information request. Responding to the information request does not bind the supplier to participate in the procurement process, nor is it a prerequisite for later participation in the actual procurement. Responding to or not responding to the information request will not affect the supplier's position in the actual procurement.
