The subject of the order is: Delivery of components for the construction of research stands "Dual-grating spectrometer for the mid-infrared range based on Cr:ZnS/Se lasers" and "Broadband spectrometer for THz and far-infrared waves (λ>25 µm) in dual-grating configuration" for the Department of Field Theory, Electronic Systems and Optoelectronics of Wrocław University of Science and Technology, i.e.: 1. RF spectrum analyzer with phase noise measurement function in cross-correlation mode – 1 pcs; 2. RF signal generator with very low noise and high output power – 2 pcs; 3. RF spectrum analyzer for the range of approx. 25 GHz – 1 pcs; 4. RF spectrum analyzer for the range of approx. 3-7 GHz – 6 pcs. The subject of the order includes the delivery of equipment, installation, commissioning, and training (training in the operation of the device in Polish, at the purchaser's location), as well as verifying proper operation at a location designated by the Purchaser (at the Purchaser's location). The detailed scope of execution of the subject of the order, which constitutes the draft provisions of the contract regarding the public procurement, is included in the contract template, which is Appendix No. 3 to the SWZ. 5. The contracting authority declares that the project is co-financed from EU funds under action 2.4 Research Infrastructure of the Modern Economy co-financed by the European Union from the funds of Priority 2 of the European Funds for the Modern Economy Program 2021–2027 (FENG) no. FENG.02.04-IP.04-0019/24. 6. The required deadline for the execution of the subject of the contract is: up to 10 weeks from the date of signing the contract. 7. According to Article 257 of the Public Procurement Law, the contracting authority expects the possibility of canceling the proceedings if the funds that the contracting authority intended to allocate for financing all or part of the order have not been awarded. 8. The contracting authority expects the application of the so-called reverse procedure, as referred to in Article 139(1) of the Public Procurement Law, i.e., the contracting authority will first carry out the examination and evaluation of offers, and then will qualify the subjective status of the Contractor whose offer has been rated highest in terms of the lack of grounds for exclusion and meeting the participation conditions in the proceedings. 9. The Contractor is bound by the offer from the deadline for submission of offers until 30.11.2025 (90 days). 10. The offer must consist of: 10.1.
