Replacement of Fleet Management
The Berlin Water Utilities (BWB) must replace the existing booking system for the pool vehicles, as the manufacturer will not continue to operate the system for the foreseeable future.
- The subject of this procurement is the provision of suitable interfaces to separately procured hardware components (see lot 2). The new dispatch system will build upon this operational environment to ensure the booking, logbook, and other pool management functions described below.
- By the end of the usage period of the total solution from the supplier Invers, or at the end of the research project Smart eFleets, all pool vehicles will be equipped with the new components and connected to the successor system as a result of this tender.

The starting situation, which describes the framework conditions for the upcoming procurement for pool management, can be summarized as follows:
- The existing booking system was only procured temporarily (until 30.06.2025 max. until 31.12.2025). The currently installed hardware components (OBU, Witte-Flinkey boxes, and KEMAS key cabinets) have already been renewed as part of the temporary solution.
- The subject of this procurement is also the provision of suitable interfaces to existing and to be replaced hardware components.
- The new dispatch system will build upon this operational environment to ensure the booking, logbook, and other pool management functions described below.
- By the end of the usage period of the temporary solution, all pool vehicles must be equipped with the new components and connected to the successor system as a result of this tender.
- To realize its own declarations of emission reductions of the BWB towards the state of Berlin, further electrification of the fleet is planned by 2030. To define mobility needs, relevant data must be collected. This can only be accomplished with ongoing digitalization.
In view of this starting situation, new hardware components for suitable vehicles of the BWB will be procured. The hardware components consist of two types:
1. A telematics system, which is installed in the vehicles and ensures communication between vehicle telematics (OBU) and cloud.
2. A vehicle opening system (using RFID cards, Flinkey box, and app) enables the operational dispatch of the vehicles and utilizes the existing KEMAS key boxes.
The dispatch system (frontend) is not part of this procurement project.
