1. The Government of the Tunisian Republic has received financing from the International Bank for Reconstruction and Development (IBRD) to fund the «Tunisia Economic Corridor Project», intending to use part of the loan amount for payments related to the recruitment of an individual consultant expert in environmental and social management. The Deposits and Consignments Fund is responsible for implementing sub-component 2.2 of the project’s economic component,



2. the main objective of the mission is to provide support in various functions and tasks related to environmental and social management, including reviewing the environmental and social management system (ESMS), ensuring compliance and updating the environmental and social engagement plan (ESEP), and assisting target companies in complying with E&S requirements.



 



3. Candidates who wish to participate must obtain the detailed Terms of Reference (ToR) of the mission free of charge either at the address indicated below: Office of the Deposits and Consignments Fund located at 07 Rue Abou Hamed Al Ghazali, Jardin du Japon, 1073 Montplaisir, Tunis, Tunisia, or by requesting the digital version by email to the following address: consultation@cdc.tn, indicating the subject and the notice number.



4. The Deposits and Consignments Fund (CDC) (the project coordination unit, (UCP)) invites eligible individual consultants to express their interest in providing the above-mentioned services. Interested consultants must submit their expressions of interest written in French to the address below. The application file must include:



- A letter of application, duly dated and signed by the consultant, addressed to Madame the General Director of the Deposits and Consignments Fund;



- Detailed CV of the consultant according to the template attached to the ToR dated and signed.



- Copies of diplomas and documents justifying the experience acquired by the candidate (a letter of reference signed by a client or a certificate of completion or a minutes of receipt of services or copies of contracts, or any other supporting documents..).



5. Interested consultants must meet the following profile:



                                                                                                                                                                                           (i) Have at least a Bachelor's degree plus 5 in a relevant field such as: environmental sciences, environmental engineering, environmental management, social sciences, sustainable development, or a related field;



                                                                                                                                                                   (ii) Have at least 10 years of experience in environmental and social management of companies (evaluation, development, and implementation of ESMPs...) and/or in the fields of natural resource management or environmental protection, preparation of environmental and social assessments of programs/projects;



                                                                                                                                                            (iii) At least 03 references as a consultant/expert in areas related to environmental and social aspects, particularly with donors (World Bank, European Union, African Development Bank, Inter-American Development Bank, IFAD, AFD, USAID, KFW, EIB, EBRD, etc.)



6. The consultant will be selected following the method of [individual consultant selection], as stated in the World Bank’s procurement regulations (2025 edition).

8. Consultants are reminded that the provisions of paragraphs 3.14, 3.16, and 3.17 of the « Procurement Regulation for Borrowers Seeking Financing for Investment Projects (FPI) » of the World Bank, version July 2016 updated in November 2017, August 2018, and November 2020 and 2025; regarding the World Bank’s rules on conflicts of interest are applicable.



 



9. Expressions of interest must be sent either in a sealed envelope marked « Do not open; selection of an expert consultant in environmental and social management by post (recommended or express mail), or directly deposited at the CDC’s office of orders, or sent by email to consultation@cdc.tn no later than January 22, 2026, at 17:00 (Tunis time).
