Brussels Airport Company (BAC) intends to conclude a framework agreement for the design and implementation of a Data Governance Platform. The purpose of the contract is to implement an enterprise-wide data governance and data quality framework within Brussels Airport Company (BAC). This framework should ensure reliable, consistent, compliant, and well-managed data across the entire organization. Given the different nature, objectives, and market positioning of data governance solutions on the one hand and data quality solutions on the other, the assignment is divided into two separate lots. Each lot can be submitted and awarded separately. Lot 1 concerns the delivery and implementation of a data governance platform that supports the policy, organizational, and documentation aspects of data governance within BAC. Lot 2 concerns the delivery and implementation of a data quality and observability platform that is responsible for actively monitoring, measuring, and validating the quality of data within BAC. Although both lots are tendered separately, they are substantively complementary. The data governance platform (Lot 1) and the data quality & observability platform (Lot 2) should be able to be coordinated with each other and exchange information where relevant, without leading to functional overlap or dependency.

Lot 1 concerns the delivery and implementation of a data governance platform that supports the policy, organizational, and documentation aspects of data governance within BAC. The platform should allow for the central management and disclosure of data governance policies, roles and responsibilities, metadata, and data documentation within the organization. The scope of this lot includes, among other things: • data governance policies and standards; • data stewardship and data ownership; • data catalog and business glossary; • metadata management and data lineage; • documentation and monitoring of data exchanges and data sharing; • automation of governance processes through integrations with source systems; • one central platform (“one stop shop”) for data governance within BAC. The data governance platform must have flexible and scalable integration options with relevant systems within BAC.

The purpose of the contract is to implement an enterprise-wide data governance and data quality framework within Brussels Airport Company (BAC). This framework should ensure reliable, consistent, compliant, and well-managed data across the entire organization. Lot 2 concerns the delivery and implementation of a data quality and observability platform that is responsible for actively monitoring, measuring, and validating the quality of data within BAC. The platform should support enterprise-wide data quality management and allow for timely detection and tracking of quality issues. The scope of this lot includes, among other things: • definition and execution of data quality rules and controls; • continuous monitoring and validation of data; • data observability (detection of anomalies, schema changes, and data flows); • insight into data quality issues by domain; • support for ownership and tracking of data quality issues; • integration with relevant systems and data sources within BAC; • linking and feedback of data quality results to the data governance landscape.
