Following the market exploration procedure of the Verbandsgemeinde Saale-Wipper from June 25, 2025, to August 20, 2025, taking into account self-deployment commitments from private telecommunications companies and based on
- the current EU guidelines for state aid to promote broadband networks as of January 31, 2023,
- the framework regulation of the Federal Republic of Germany for the support of the comprehensive establishment of gigabit networks as of July 31, 2024,
- the guideline “Funding for the support of gigabit expansion of telecommunications networks in the Federal Republic of Germany” as of March 31, 2023, in the version of the 2nd amendment of January 13, 2025, and
- the guideline of the Ministry of Infrastructure and Digital of the State of Saxony-Anhalt on granting funding for the promotion of the comprehensive expansion of gigabit networks (Gigabit-RL LSA) dated October 28, 2025 (Ref.: 46-79100).

the Verbandsgemeinde Saale-Wipper intends to achieve supply to still under-supplied addresses in the area of the municipalities of Alsleben (Saale), Giersleben, and Güsten.

Network operators and telecommunications companies are hereby invited to submit a binding offer for the connection of the addresses presented in the annexes of the municipalities of Alsleben (Saale), Giersleben, and Güsten for the provision of gigabit-capable connections (symmetric broadband connections with at least 1 Gigabit/s).

The expansion area is divided into the following lots:

Lot 1: 250 under-supplied addresses in the municipality of Giersleben and the city of Güsten West
Lot 2: 40 under-supplied addresses in the city of Güsten Mitte
Lot 3: 204 under-supplied addresses in the city of Güsten East
Lot 4: 127 under-supplied addresses in the city of Alsleben (Saale)

A contract can be awarded as a single lot or as a total contract for four lots. An offer must be submitted for at least one lot. There is no obligation to submit an offer for all lots.
