The UOC CRAV of Azienda Zero plans to carry out a centralized tender procedure for the framework agreement for the supply, divided into lots, of decentralized POCT diagnostic systems. The design of the tender in question, shared with the Regional Programming Management, aims to implement the Decree 23/05/2022 No. 77 "Regulation defining models and standards for the development of territorial assistance of the SSN" and regional resolutions No. 588/2022 "Establishment of a regional experimental organizational model for Laboratory Diagnostics" and No. 721/2023 "Planning of the organizational and operational framework of the territorial assistance network in implementation of what is provided for in the National Recovery and Resilience Plan (NRRP)". The centralized initiative here indicates a division not by merchant areas, but by "Setting", based on clinical priorities, technological requirements, and quality standards. The tests for each "setting" / Lot have been defined following a discussion with Reference Specialists of the considered Clinical Area from time to time. This market survey, called for under Article 77 of Legislative Decree No. 36/2023, is aimed solely at understanding the coverage by individual interested companies of the required panels for the individual lots. The aim of this survey is to achieve:
• maximum technological simplification
• reduction of instrumental redundancies (maximum coverage of panels with the least number of instruments)
• total traceability of data and connectivity of the proposed systems. In a second phase, Azienda Zero will specify, also through a public notice, the number of execution sites and related annual consumptions for the sizing of individual proposals. Economic Operators are required to complete Attachment A to the notice, following the “drop-down menu” form preset where present. Companies must provide safety data sheets, markings according to current regulations, technical sheets of offered products, and all information deemed useful for a correct evaluation of the proposed solutions. In Attachment B of this notice, Economic Operators can review the overall Project, divided into 12 Lots. The aforementioned Attachments are available on the client's profile, in the subsection reachable at the link https://www.azero.veneto.it/indagini-di-mercato, within the subfolder dedicated to it (“SYSTEMS FOR DECENTRALIZED POCT DIAGNOSTICS”). The documentation referred to in the previous paragraph must be sent exclusively by Certified Email (PEC) to the address protocollo.azero@pecveneto.it, indicating in the subject of the communication an appropriate reference to the procedure concerned, to the attention of the referents of the investigation whose names are indicated at the bottom of this notice, BY THE DAY 28/11/2025. It should be noted that the information provided in this notice and attached documents is to be considered useful solely for the purpose of the market survey and, therefore, the subsequent tender documentation may be modified, supplemented, and replaced at the sole discretion of the Contracting Authority. The documentation sent during this phase will be recorded. Participation in this market survey in no way precludes participation in the subsequent tender procedure. Similarly, the lack of participation in this consultation does not prevent participation in the future tender procedure, as it does not constitute a condition for access, nor does it entail any obligation. All data and information acquired during the consultation, pursuant to and for the purposes of Legislative Decree 196/2003 as amended by Regulation No. 2016/679 (GDPR), will be treated, including by electronic means, exclusively for purposes related to the future tender procedure according to the methods provided for by current legislation.
