The subject of the procurement is expert services in data-driven management and AI-assisted experts as well as the AI agent library for the expert resources of the Central Uusimaa welfare area.

The procurement is divided into two sub-areas:

• Sub-area 1: Expert services in data-driven management
• Sub-area 2: AI-assisted expert services and AI agent library for Keusote's expert resources

The subject of Sub-area 1 is expert services in data-driven management. Due to the nature of the operation, the experts must have a deep understanding and insight into the structures and operations of social and healthcare services as well as the legislation related to data-driven management.

The subject of Sub-area 2 is AI-assisted expert services and AI agent library for Keusote's expert resources. AI-assisted experts are experienced professionals who utilize AI agents in commissioned assignments. The experts not only enhance the delivery process with the help of agents but also act as guides for the Client's organization in the utilization of agents. Keusote aims for a commercially ready agent library that can be immediately implemented with minimal customer-specific changes. By customer-specific minor changes, it means, for example, training the AI agent on where to find the necessary information in Keusote's operational environment.

Submitting partial bids is possible. In the procurement, one supplier will be selected for the whole or one supplier will be selected for each sub-area. Collaborative bidding is allowed. The selection criteria are overall economic advantage and value for money, where the weightings of the sub-areas are as follows (detailed description in Appendix 4 Evaluation Criteria):

• Sub-area 1: price 20 and quality 80
• Sub-area 2: price 30 and quality 70
