Description:
The project involves modernizing and expanding IT infrastructure through the supply and installation of equipment, software, and licenses, ensuring compliance with environmental standards and enhancing the efficiency and reliability of healthcare digital services.

1. The subject of the order is the modernization and expansion of the information technology infrastructure of the Ordering Party, including the supply of equipment, software, and licenses, divided into 7 parts.
2. The Contractor is obliged to deliver, install, configure, and launch the provided solutions, as well as to ensure warranty and compatibility with the existing infrastructure of the Ordering Party. The goal of the order is to increase the efficiency, security, reliability, and to ensure scalability and continuity of operation of the information systems.
3. The subject of the order is being implemented as part of the project titled “Accelerating the processes of digital transformation in healthcare through further development of digital services in healthcare at the Praski Hospital under the Patronage of the Transfiguration of the Lord Ltd.”, within Investment D1.1.2 “Accelerating the processes of digital transformation in healthcare through further development of digital services in healthcare”, which is part of component D “Efficiency, availability, and quality of the healthcare system” of KPO.
4. DNSH Principle – “Do No Significant Harm”: 1) Due to the received funding, it is necessary to adhere to the DNSH principle (Do No Significant Harm), arising from EU Regulation 2020/852 (EU Taxonomy). This means that the project's implementation will not cause significant harm to any of the six environmental objectives: a) climate change mitigation, b) climate change adaptation, c) sustainable use and protection of water and marine resources, d) transition to a circular economy, e) pollution prevention, f) protection and restoration of biodiversity and ecosystems. 2) The actions planned in the project have a digital and infrastructural character, do not involve construction works or interference in the natural environment. 3) Compliance with the RoHS directive: a) In the execution of the order, all delivered devices, equipment, and electronic components must comply with the European Parliament and Council Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS 2) and its subsequent amendments. b) The Contractor is obliged to ensure that the delivered equipment: does not contain hazardous substances exceeding permissible values set forth in the RoHS directive, is marked according to RoHS requirements, and has the appropriate manufacturer's declarations or certificates confirming compliance, c) The Ordering Party in the proceeding requires the Contractor to submit a declaration, which constitutes evidence concerning the DNSH and ROHS principle, submitted along with the offer, i.e.: The Contractor's Declaration that the offered equipment is made of environmentally safe materials and does not contain hazardous substances, particularly those limited by RoHS directive. 4) The purpose of the above requirements is to ensure that the order's execution does not have a negative impact on the environment and complies with the DNSH principle (Do No Significant Harm).
5. Equivalence. In cases where the document describing the subject of the order contains references to trademarks, patents, or the origin, source, or specific process that characterizes products or services provided by a specific supplier (if it could lead to the privileging or elimination of some Contractors or their products), it should be understood, in accordance with Article 99(5) of the Public Procurement Law, that the Ordering Party cannot describe the subject of the order in a sufficiently precise and understandable manner, and in such circumstances, the Ordering Party allows the submission of equivalent solutions in the offer, stating that the minimum requirements for equivalent solutions must not be worse than the parameters indicated in these documents, and their criteria for assessing equivalence are specified in the description of the subject of the order. Detailed conditions are included in the Specification of Contract Conditions.
6. Information on non-eligible expenditures (if applicable): The Ordering Party does not allow the purchase of used fixed assets that were co-financed with EU or national funds in the last 7 years.
7. The Ordering Party requires the submission of the relevant evidence along with the offer. Details are contained in the SWZ.
8. The Ordering Party requires securing the proper execution of the contract in the scope of parts 1 - 7; details in the SWZ and the project of the contract.
9. The Ordering Party anticipates the possibility of canceling the proceeding in accordance with Article 257 of the Public Procurement Law due to lack of funds if the public funds that the Ordering Party intended to allocate for financing the whole or part of the order have not been granted to them.
