Authorized Shore Power Systems.
The shipping segment is a significant factor in reducing emissions in the Port of Hamburg. By utilizing shore power systems, ships can turn off their onboard diesel generators during their stay and thus significantly reduce local pollutant emissions. Port Energy Solutions, as a division of the Hamburg Port Authority, is responsible for the construction and operation of shore power systems for seagoing vessels within the Port of Hamburg. The connection of a ship at the quay is done via the movable ship connection systems (ASS) located there. The switching actions are carried out decentralized at each terminal in the control room of the respective transformer station. Shore power systems require operation by adequately qualified personnel as medium-voltage switchgear. The HPA provides this service through its own and external specialists. The aim of the tender is to contract sufficient qualified external switching and operational personnel to ensure the shore power supply for container and cruise ships in the Port of Hamburg. The HPA currently operates seven shore power systems for seagoing vessels. One is located at each of the four major container terminals and also one at each of the three cruise terminals. Thus, shore power can currently be offered at all 10 container large ship berths and all 4 cruise ship berths in the Port of Hamburg. Further locations and systems are planned for the future, but are not yet relevant for the duration of this contract. Currently, the use of the shore power offer is voluntary. Thus, there may be fluctuations in the supply volume due to decisions by shipowners as well as technical or nautical reasons.

The authorized switching service includes the full supply of shore power to a container or cruise ship. This includes the connection process, the disconnection process, and the time in between, during which the authorized person must be available for an early disconnection request, reconnection after failure, or similar, as well as the final documentation of the procedure.
