Water and Power Development Authority (WAPDA) has secured financing from the World Bank (Grant No. TF0C9206) toward the Building Environmental and Social (E&S) Capacity (BESC) in Hydropower Development in Pakistan and intends to apply part of the proceeds for consulting services.
WAPDA invites eligible consulting firms for open-national Consultant’s Qualifications Based Selection (CQS), as defined in the World Bank Procurement Regulations for IPF Borrowers (Feb, 2025), to indicate their interest in providing services for “Consulting Firm for Capacity Building of WAPDA in Priority Environmental and Social (E&S) Aspects (Gap Analysis, Training Design and Delivery, Local & International Learning Activities)”.
Interested national firms must be duly registered with SECP and PEC, possess a valid NTN with their name appearing on the ATL of FBR, and must not have been blacklisted by any government organization.
Interested national firms shall provide information demonstrating relevant qualifications and experience.

Expressions of Interest must be delivered in writing (in person or by courier) to the office of General Manager (HRM), WAPDA, 227-WAPDA House, Lahore on or before 07.05.2026 till 1200 hrs. EOIs will be opened for evaluation on the same day at 1230 hrs.
