Description:
Design and supervision of a project aimed at creating a cycling and pedestrian connection between Miskolc’s Győri kapu district and the city center, including the development of public areas and community spaces along the Szinva stream.

Provision of design and design supervision tasks within the framework of the project identified as TOP_PLUSZ-1.3.2-23-MI1-2025-00008, which is to be implemented under the grant scheme TOP_Plusz-1.3.2-23 Sustainable Urban Development, titled "Establishment of Szinva Green Corridor – Creating the Cycling and Pedestrian Connection of the Győri kapu District with the City Center". The planned investment requires a construction/establishment permit. The project's goal is to create a cycling and pedestrian connection of Miskolc’s Győri kapu district with the city center of Miskolc, mainly along the Szinva stream, as well as to establish and renew the related public areas and community spaces. Within the Szinva Green Corridor project, the connection between the Győri kapu district and the Szent István square (main square) is realized through point-specific developments and traffic technical arrangements along the section between Nagyváthy street and Szent István square. On this section, the cycling connection is ensured through traffic technical tools, including the suspension of the bike lane across Dayka Gábor street and Nagyváthy street. Along the creekside section between Nagyváthy street and Kalapács street, the formation of the Szinva Green Corridor’s cycling and pedestrian paths is planned, as well as the creation of various community spaces in the associated squares. On the section between Nagyváthy street and Thököly street, a traffic-calmed road will be established on the left bank of the Szinva for vehicle and bicycle traffic, applying traffic technical tools. In the green areas between the panel buildings, the installation of play equipment associated with the existing playgrounds is planned. At Vászonfehérítő street, safe pedestrian crossings will be constructed to access the planned riverside terraces on the left bank of the Szinva and at the pavement interruptions. Riverside terraces will function as resting points with benches, barbecue facilities, and rain shelters, and the reconstruction of the green areas related to the terraces will also be implemented. At Thököly street, a safe pedestrian crossing is planned. On the residential section between Thököly street and Géza street, a bicycle path with environmentally friendly pavement and a parallel pedestrian path will be constructed. At Gálffy Ignác street, a safe crossing for pedestrian and cyclist traffic will be established. In the section between Tímármalom street and Acél street, with regard to existing utilities—especially district heating pipelines—, a larger rest point and a natural riverside terrace are planned. At the level of Gyula street and before the pedestrian bridge at the level of Tímármalom street, smaller public squares will be created with the placement of resting benches and street furniture. On the section between Réz street and Vasgyári street, the necessity of involving, or possibly expropriating, the properties affected by the planned interventions should be examined during planning. The estimated total area affected by the investment: ~9 ha. Design element Estimated quantity New bicycle path 1 230 linear meters Creation of bicycle track 1 990 linear meters Total length for bicycle development 3 220 linear meters Green space creation 10,000 sqm Spatial organization (community) 4 400 sqm Total public area development 14 400 sqm Junction transformation 4 units The Contracting Authority notes that the above quantities are indicative at the current project development stage and will be refined during the design process. The suitability threshold specified in point III.1.3) M.1. of the call is clearly substantiated by the above quantitative data. This project is in the project development stage, so the planned quantities listed in the Design Program annexed to the Call for Tenders are indicative. The Designer's task includes comprehensive compliance with the provisions applicable to designers under Act LXIX of 2023 on State Construction Investments (hereinafter: Ábtv.) and Decree 25/2024 (VIII. 8.) EKMR concerning the system of construction investment processes, the system of design services, and the designation of an economic company fully owned by the state participating in the quality assurance of state construction investments, until the successful closure of the technical handover-acceptance procedure. The Designer—as the responsible designer of the state construction investment (ÉBFR 8. § (1))—is obliged to prepare the necessary permitting and construction documentation covering all branches for the implementation of the investment, coordinate the work of branch designers, procure all authority, professional authority, and operator permits and approvals necessary for the implementation on behalf of the client, as well as perform design supervision (ÉBFR 8. § (2)). The design task includes conducting the entire design process of the project, carrying out authority and professional authority consultations, submitting the licensing documentation in ÉTDR and other relevant professional systems, and preparing the construction documentation compiled according to the provisions of the valid permits. The Designer is obliged to prepare the unpriced and priced budget specifications included in the construction documentation and the budget summary and make them available in breakdowns by the grant call titles. The Designer is obliged to prepare the detailed budget specification and cost estimate according to § 19 (5) of the Ábtv. and § 4 of Decree 31/2024 (VIII. 22.) EKMR regarding the conditions of planning and technical implementation based on the Building Information Modeling (BIM) methodology in the unified item order of the Hungarian state. In the budget summary, the legally required reserve fund (min. 5%) must be shown separately as an independent cost line from the construction costs. Continued: BT-728
