Inner city road development of Pozsonyi Road.
The project's goal is the quality development of an existing inner-city road section in the Öreghegy district of Székesfehérvár, a city with county rights, aimed at better accessibility to the city center, public institutions, and public service facilities, as well as smoother commuting and logistics traffic. Öreghegy is the only garden suburban residential area of Székesfehérvár, located in the northeastern outskirts, with good external accessibility and public transport connections; however, its roads' condition has significantly deteriorated. The road to be developed is one of the main traffic routes (including public transport) for the residents of the district, alongside which there is also an educational institution. The renovation of this road section will positively influence the economic environment of local businesses by making commuting and logistic traffic smoother, aiming to achieve a job retention and employment development investment enhancing effect. The development area is the section between Pozsonyi Road, Fiskális Road, and Zsolnai Road. The road structure has subsided in several places, and load-bearing anomalies have appeared in some spots. Sidewalks have been constructed on both sides of the road, except for a small section where it is only accessible on one side. Dilatation cracks and movements are visible on the pavement due to panel breakage in the lean concrete road base. The subgrade of the pavement currently consists of 5-20 cm thick local granite gravel, varying thickness (15-20 cm) lean concrete or concrete, and an 8-10 cm thick asphalt layer built in two layers. At the Pozsonyi Road – Fiskális Road junction, a roundabout was built in 2020 with a wearing layer intervention, without utility reconstruction. There are pairs of bus bays at Rozsnyói Street and Vágújhelyi Street, and one bus bay at Dévényi Street, totaling 5 (optionally 6) built bus bays. Designated pedestrian crossings exist at the roundabout junction, Rozsnyói Street, Zobori Street, and in front of Kossuth Lajos Elementary School. The crossing at the school is protected by traffic lights; here a Kiss & Go lane has also been constructed. The braking and starting sections, as well as the K&G lane pavement, are made of paving stones. Street lighting modernization has been completed in previous years. The sewage canal on the affected section was put into operation in the 1990s, it is in good condition with no operational problems. The rainwater channel is a 1461 meter long closed system, consisting of three well-defined sections. The drinking water pipeline was built in 1964, composed of NA 150 asbestos cement pipe, 1400 m length (about 100 connections made of galvanized steel). The backbone pipe sections of the connecting streets cover a total length of 125 meters. Size of development areas: Road length: 1400 meters Roadway width: 7.0 - 7.3 meters Average sidewalk width: 2.0 meters Design tasks Classification of design: inner-city collector road B.V.c.C. Traffic volume: ADT 3250 veh/day Geodetic survey and load-bearing measurement on the entire section. While maintaining the current alignment of the pavement, replacement of the asphalt pavement above the concrete base is necessary on sections with adequate bearing capacity, while complete pavement structure replacement and, if necessary, soil replacement are required on sections with inadequate bearing capacity. The lengths of bus bays on the road section affected by the project must be reviewed and, if necessary, corrected without relocating the bus bays, with basalt concrete pavement to be designed in the bus bays. At Kossuth Lajos Elementary School, the paved area made of paving stones in front of the traffic light-controlled section must be replaced with asphalt pavement. The sidewalk needs to be redesigned along the entire length of the road; their pavement may be replaced with paving stones. On sections where there is currently a sidewalk on only one side, the feasibility of constructing it on the other side must be examined. Where sidewalks cannot be established, pedestrian crossings must be built. Preliminary surveys indicate that the design of two (three) new pedestrian crossings is justified, together with local improvements to street lighting. According to the TOP_PLUSZ-1.3.2-23 Sustainable Urban Development Call, the possibility of creating bike lanes or open bike paths must be examined alongside the road development, aiming for the broadest enforcement of cycling-friendliness, potentially including road widening. The design must pay special attention to the reuse/recycling potential of materials resulting from the demolition of the pavement section affected by the project. Rainwater channel: During design, the condition of rainwater channel manholes, based on camera inspections from 2025, must be examined, and replacement or reconstruction of certain channel sections addressed if necessary. Sewage channel: The design must examine the condition of wastewater channel manholes and address reconstruction if necessary. Drinking water pipeline: The redesign plans for the drinking water pipeline in the design area will be prepared by the Municipality. Continuation: see BT-300 field in section II.2.14.

Development of Rácbánya.
The purpose of the development: Rácbánya is located in the Ráchegy district of Székesfehérvár, accessible from Apatini Street. It is a special green area of Székesfehérvár where the westernmost part of the granite main rock of the Velence Hills is visible. The entire area is a nearly 5-hectare reclaimed granite gravel quarry pit, a geologically outstanding value, of which 3 hectares are municipally owned and subject to development. The area is bordered by a family house residential zone and can be accessed via paved roads. Rácbánya currently functions as a public park, with an educational trail running through the area. The infrastructure is insufficient to meet the community’s needs (few seating and recreational facilities), and the main traffic routes also require reconstruction, especially the crossings and stairs. A significant part of the quarry lake has become overgrown with vegetation. The planned development will greatly contribute to creating a fully integrated yet nature-close, aesthetic public park, improving environmental conditions and achieving good condition of urban environmental and infrastructure elements. The park, with recreational and leisure functions, will pay special attention to nature conservation and sustainability, providing a nature-close experience for visitors and the opportunity to observe nature and preserve ecological values. Due to the area's characteristics, individuals of different habitats (e.g., aquatic and forest) can be observed in a small area within one or two hours of walking, enabling natural science education (the Zentai Street Primary School is located in direct vicinity). The planned intervention is a complex development project combining nature conservation and community entertainment. The creation of recreational areas and wet habitats contributes to improving the city’s livability while sustainably utilizing the area's natural values. Main design aspects: • Considering sustainability and local environmental, natural conditions, installation of project elements encouraging community gathering, entertainment, and relaxation (picnic areas, walking paths, benches). • Area cleaning and preparation: Removal of abandoned pollutants during area preparation. Removal of invasive non-native plant species, supporting natural vegetation regeneration and protection. Survey and maintenance of the existing woody plants, including removal of overgrown vegetation. • Creation of wet habitat: The planned area includes a roughly 560 m2 pond remaining from former mining activities, fed by small soil and rainwater. This functions as a microhabitat with a fully natural appearance, inhabited by amphibians, reptiles, mammals, and birds. The pond is overgrown by a surrounding young forest patch; thus, cleaning the area around the pond is an important task. The renewing of the access paths and stairs will use natural, local, sustainable materials. The resulting walking paths will be easily walkable and will connect open green spaces with the wet habitat. • Green area development: Within Rácbánya, forested and grassy patches alternate; increasing green areas by planting native plants favored by the local habitat. • Educational trail development around the quarry lake and its environment for wildlife observation, e.g., bird watching. Locations affected by the design: Székesfehérvár, Apatini Street 19; parcel no. 9524 Székesfehérvár, Apatini Street 21; parcel no. 9528/1 Area to be developed: 4,500 m2 Design tasks: Preparation of conceptual and implementation plans related to the project identified as TOP_PLUSZ-1.3.2-23-SF1-2025-00002, titled "Nature Conservation Area Habitat Management Interventions for Biodiversity Preservation in Székesfehérvár." Design tasks for properties within the administrative area of Székesfehérvár: 8000 Székesfehérvár, Apatini Street 19, parcel 9524 (main site), 8000 Székesfehérvár, Apatini Street 21, parcel 9528/1: - Survey of tree population on the development site, preparation of tree-cutting and protection plans. - Design of native plants adapted to the habitat. - Assessment, reconstruction, and development of existing walking routes, favoring the use of local, natural, and sustainable materials. - Design of wet habitat and demonstration routes. - Preparation of equipment placement plans aiming to place project elements suitable for educational trail observation and relaxation activities, taking into account the appearance of existing equipment. Plan copies: - 1 copy each of two versions of the conceptual plan on paper, and 1 digital copy in correct EOV coordinates and object-accurate DWG and PDF formats. - 5 copies of the implementation plan on paper, and 1 digital copy in correct EOV coordinates and object-accurate DWG and PDF formats.
