Description:
The Authority is establishing a Closed Framework for professional services across three areas: Property, Civils and Infrastructure, and Planning, Growth and Sustainability, inviting registered consultants to provide various project-related services.
The Authority wishes to establish a Closed Framework for the provision of professional services across three Lots for Westmorland and Furness Council.
- Lot 1 Property
- Lot 2 Civils and Infrastructure
- Lot 3 Planning, Growth and Sustainability
During the lifetime of the Framework Agreement, the Client may call off Consultants from the Framework to provide services in relation to a particular project or projects. The scope of services could be wide ranging in nature from providing early project advice and services including surveys and reports on the Client's proposals to providing project delivery from inception to completion. Consultants will be appointed under the call off terms and conditions of the Framework Agreement.
Total Framework Value will be £12 million inc VAT.
The Authority is managing this procurement process in accordance with the new Public Procurement Act 2023 and will follow the Open Procedure ("the Regulations").
This Framework is being established for Professional Service Consultancy organisations only. Organisations other than Professional Service Consultancy will not be invited to participate any further in this engagement process.
Please make sure in order to bid for this Procurement that you are registered on the e-portal, 'The Chest' Supplier registration, then in order to view the DRAFT Documents once published, you must 'Express an Interest' in the opportunity. Also, please ENSURE you are registered on the 'Central Digital Platform' as per the cabinet office guidance "Suppliers: How to register your organisation and first administrator on Find a Tender in three easy steps".

We wish to invite suppliers to a virtual market Webinar engagement session that will take place on Wednesday 15th October 2025 at 13:00 for 45 minutes.
The Webinar will provide information to help support potential bidders to understand the opportunity, with details on:-

• Q&A sessions
The opportunity is advertised on The Chest, Ref: DN791521 (you may register on The Chest for free here https://procontract.due-north.com/register) and details for organisations wishing to attend the Webinar are provided. Organisations wishing to attend the market engagement session are requested to register their interest for the webinar using this link https://events.teams.microsoft.com/event/5c9100c9-b40a-44a6-a203-2442651330f0@ac4b077e-a758-4bc5-9465-35c192007704 by 12pm Monday 13 October 2025. The virtual registration will then issue a confirmation with an invite to the webinar. Bidders will not be able to join the session if they have not had a confirmation from the virtual registration.
The event slides & recording will be made available to all potential bidders as part of the tender documentation.
