A dynamic purchasing system (DPS) is created for the supply of various types of medicinal products under and outside the public procurement system for the needs of UMHAT-Sofia "St. John of Rila" EAD. The medicinal products are described in detail in Appendix No. 1 - Technical specification, which is an integral part of this documentation, by type and quantity, and are presented in tabular form.
The initially planned "Technical specification" may be partially changed during the conduct of the dynamic system, by adding new medicinal products and/or changing their quantities.
The indicated quantities in the attached "Technical specification" in the Documentation are forecasts and do not create an obligation for the Contracting Authority to procure them in the forecast volume.
The actual performance of the public contract will be determined based on the actual medicinal products delivered, within the financial resources.
The exchange of documents and communications between Contracting Authorities, candidates, participants, and contractors of public procurement is carried out through the Centralized Electronic Platform.
The Dynamic Purchasing System (DPS) is conducted in stages. According to Article 101 of the Public Procurement Act (PPA), depending on the stage of the procedure, candidates submit applications for participation, and qualified (admitted) candidates submit offers.
The DPS is managed as a fully electronic process, and throughout the duration of the purchasing system, it is open to any economic operator who meets the selection criteria. The specified selection criteria are also exclusion criteria. The Contracting Authority provides full, unrestricted, and direct access to the Documentation of this procedure through the Centralized Electronic Platform, referred to as the "Platform".
Applications and offers must be prepared and submitted in accordance with the requirements of Article 101 of the PPA and Article 47 of the PPA, within the time limit specified in the announcement. Each application and each offer are submitted in the CAIS EOP system.
Duration of the Dynamic Purchasing System
The duration of the DPS is 36 months. The Dynamic Purchasing System is open throughout its duration for any candidate who meets the selection criteria. Access and participation are free and unrestricted for all interested parties.
The duration of contracts concluded based on limited procedures within the DPS is for a period of 24 (twenty-four) months.
First stage /initial collection of applications for participation/:
Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation are collected. Applications for participation (EEOP) contain information regarding the personal status of the candidates and the selection criteria.
The deadline for submitting initial applications is March 11, 2026.
The preliminary review of the initial applications for participation will be carried out within 10 working days from the deadline for submitting initial applications. No invitation for a specific order will be announced before all initial applications are reviewed. Applications can also be submitted after the deadline for submitting initial applications; in these cases, candidates will receive invitations after their inclusion in the DPS is approved. The Contracting Authority determines, by a selection decision, the qualified suppliers. After the decision comes into force, the second stage of the procedure follows.
Second stage /collection of offers through specific invitations/:
Next, an invitation to submit offers for a specific public procurement will be sent to those suppliers who have been qualified/admitted. The offers contain a technical and price proposal. According to Article 39, paragraph 1 of the PPA, by submitting an offer, candidates are considered to agree to all the conditions of the contracting authority, including the validity period of the offers determined by it and the contract draft.
No invitation for a specific order will be announced before all initial applications, submitted within the specified time frame mentioned above, are reviewed.
Unrestricted, full, and direct access to the Documentation for public procurement is ensured throughout the duration of the DPS.
At any time, interested parties can submit applications for admission/inclusion in the DPS. The Contracting Authority will review the newly submitted applications in accordance with the relevant provisions of the PPA. The Contracting Authority will issue a decision to admit the candidates to the DPS. After each review of the applications, the Contracting Authority issues a Selection Decision, by which qualified suppliers join the DPS.
