The following description of the contract is for informational purposes only for the bidders; changes are reserved. The service description remains authoritative. EWE HYDROGEN GmbH plans to establish a large-scale hydrogen electrolyzer at the site in Emden with a planned electrical connection capacity of approximately 320 MW. The goal is to produce green hydrogen through electrolysis using power from renewable energy sources. The planned site is located in the eastern part of the port city of Emden - in the district of Widdelswehr (on Wykhoffsweg). The undeveloped areas are currently used as agricultural land. The relevant subject of the contract concerns the construction of the cable connection (including the assembly of fittings) for the planned hydrogen electrolyzer in Emden. Two routes (designated as T401 and T402) will be constructed between the already established transformers on the premises of the Emden/Ost substation of Tennet TSO GmbH and the electrolyzer area of EWE Hydrogen GmbH. The route lengths will be approximately 1.2 and 1.4 km, respectively. Each of these two routes consists of two circuits, which in turn are made up of four medium-voltage cable systems. In total, eight systems will be laid per power route, each with a system voltage of 33kV. For each system, three cable protection pipes (PE DA125 SDR11) will be bundled and laid. The majority of the installation is to be done closed (using HDD drilling) with a total drilling length of about 16 km; the remaining installation (about 5 km) is to be constructed in an open construction method. After the installation of the protection pipe systems, the cables (N2XS(F)2Y 18/30 kV 1 x 800 rm / 35 mm²) will be pulled in. The cable connection must be made ready for operation by the bidder. The complete commissioning of the electrolyzer must be completed by 31.12.2027 at the latest. To achieve this, the entire cable connection must be ready for operation by 01.10.2027 at the latest (without renaturalization). As an interim target, one route must be in operation by 15.01.2027 (to ensure trial operation of the electrolyzer). This project is divided into the following lots: Lot 1: Civil Engineering Lot 2: Supply of medium-voltage cables Lot 3: Supply of medium-voltage fittings Lot 4: Supply of cable protection pipes This tender will award Lot 1 Civil Engineering. Description of Civil Engineering - Lot 1 (here: subject of the tender) Lot 1 includes the construction services for the installation of cable protection pipes in both open and closed construction methods for the two routes. The use of appropriate HDD drilling machines, chain excavators, and qualified skilled personnel is required (cf. requirements of the technical qualification criteria, Annex 4). The cable protection pipes are to be connected between the HDD drilling sites with electrofusion couplings. After the installation of the cable protection pipes, the cables mentioned in this lot are to be pulled in using cable pulling and possibly pushing devices. Continuous cable connections between the transformers and the switching station of the electrolyzer are to be established using the couplings and end fittings provided in the other lots. At the two transformers on the UW Emden Ost site, the cables of the eight systems must each be pulled up onto a 5 m high cable structure and assembled in phases, and drawn into the interior through a sound insulation housing. There, the inner cone connectors must be mounted on the top of the transformer and connected to the socket. Transformers, cable structures, and sound insulation housing have already been constructed on the UW Emden Ost site. The pulling and assembly of the cable systems in the switching station will be carried out as per usual methods, such as in substations. Before commissioning, the relevant electrotechnical tests will be conducted. Given the high significance of the schedule situation, the selected bidders are required to submit a detailed construction schedule and a detailed timeline upon submission of their bids. A rough milestone plan will be provided by the client at the time of the invitation to tender. Further information regarding the content, scope, and conditions for executing the services can be found in the tender documents. Description of Material Supply Lots - Lots 2, 3, and 4 (not subject to this tender) Lots 2 to 4 serve the procurement of the materials required for the construction work and will be tendered separately in accordance with the VgV (Tender No. 25_8288). Under Lot 2, the client intends to procure about 70 kilometers of medium-voltage cables. In Lot 3, the client will procure the fittings (approximately 144 pieces) and end fittings (48 pieces). The subject of Lot 4 is the procurement of cable protection pipes (approximately 60 kilometers).
